Recent coordinated counterterrorism operations across Europe have revealed a significant network affiliated with Hamas that Israeli authorities assert was preparing to target Israeli and Jewish civilians. This monumental effort saw collaboration between the Mossad, Israel’s national intelligence agency, and various European law enforcement and intelligence agencies operating across multiple nations.
In a statement from Israel’s Prime Minister’s Office on behalf of the Mossad for Intelligence and Special Operations, officials described the dismantled network as part of a larger strategy by Hamas’s leadership to establish a terror infrastructure throughout Europe. Israeli officials have referred to this setup as the “Hamas Octopus,” which encompasses operational cells, weapons caches, and logistical networks designed to enable attacks “on command.”
A senior Israeli intelligence official provided insights into the situation, stating that there are ongoing activities involving active cells across Europe. They emphasized the need for the public, as well as law enforcement agencies, to remain vigilant given the current state of operations.
One of the significant breakthroughs occurred in Vienna last September, when Austria’s security and intelligence service (DSN) discovered a weapons stash that included pistols and explosive materials. According to Israeli authorities, this cache belonged to Muhammad Naim, a Hamas operative and the son of Bassem Naim, a senior member of Hamas’s political bureau in Gaza who is known to have close ties with Hamas leader Khalil al-Hayya.
As European intelligence agencies intensified their investigation, Israeli officials uncovered connections linking activities in Vienna to operations beyond European borders. They reported a meeting in Qatar in September between Muhammad Naim and his father, suggesting that Hamas leadership abroad may play a role in furthering the network’s operations, despite public denials by senior Hamas figures. Israeli officials also pointed out that such denials could signify a lack of control over what they termed “rogue operatives.”
The senior Israeli intelligence official asserted that it was no coincidence that one of the key suspects is the son of one of Hamas’s highest-ranking leaders based in Qatar.
The investigation’s scope expanded to include Turkey, which Israeli officials characterize as an operational hub for Hamas operatives, both historically and in current activities. European intelligence services have begun examining potential Hamas-linked threats associated with operatives traversing Turkish territory.
In November, a significant arrest occurred in Germany when Burhan al-Khatib, a prominent figure in the Hamas network, was apprehended after returning from Turkey. Israeli sources indicated that his arrest likely followed the completion of operational activities within Europe.
A senior Israeli intelligence official remarked that, despite Turkey’s diplomatic relations with the United States, clear signs of Turkish involvement in Hamas operations are emerging. This includes the arrest of a Hamas operative arriving directly from Turkey and evidence suggesting that some operational direction is emanating from within Turkish borders. Furthermore, Turkey’s role as a host for Hamas is contributing to increased terror activity throughout Europe.
Israeli officials have noted that the recent multinational cooperation reflects an increasing awareness within Europe regarding the threats posed by Hamas’s expanding activities. European nations have taken additional measures aimed at dismantling Hamas’s incitement and recruitment networks, which have exploited charities and religious institutions to fundraise and recruit operatives. Germany, in particular, has been highlighted as a recent example of this proactive stance.
The Mossad has reaffirmed its commitment to collaborating with international partners to safeguard Israeli, Jewish, and civilian targets from potential attacks. Following the massacre on October 7, Israel reported an upsurge in Hamas’s efforts to develop operational infrastructure outside the Middle East. The Mossad is actively working to counteract dozens of plots aimed at launching attacks globally.
