As a lifelong resident of Minnesota and the bishop of the diocese of Winona-Rochester, I have watched with a heavy heart as our state faces significant turmoil. Currently, we appear to be transitioning from one crisis to another, often feeling hopeless about our path forward. The atmosphere is marred by corruption, violence, and divisive behavior, leaving Minnesota in a state of distress.

The two primary issues at the forefront are extensive institutional corruption, which has come to light in recent months, and the controversial presence of ICE agents that has ignited passionate protests across the state. While both topics warrant attention, it is crucial to focus initially on the corruption issue, which is truly alarming.

The evidence indicates that hundreds of millions of dollars have been misappropriated, amounting to one of the largest public frauds in American history. Troublingly, vast sums were redirected to fake front organizations and fraudulent operators, both within Minnesota and internationally. This scandal became public largely thanks to diligent investigative reporters like Christopher F. Rufo and Nick Shirley, who took the initiative to uncover where taxpayers’ money was actually going. Their work highlights a glaring failure of public officials to perform their due diligence over the years.

A Separate Crisis: ICE in Minnesota

While the financial corruption is indeed appalling, Minnesota’s challenges extend beyond this corruption scandal. The fatal shooting of Renee Good by an ICE agent during a federal immigration enforcement operation has exacerbated tensions and led to widespread protests. The resulting conflicts among protesters, local officials, and federal agents have thrust another crisis into the public spotlight.

This scenario involves a volatile mix of illegal immigrants, political leaders, and federal agents, all converging in close quarters. Given the gravity of the situation brought about by ICE’s increased presence in Minnesota, I would like to propose several constructive recommendations.

Supporting Security with Compassion

Firstly, I express my strong support for our nation’s right to secure its borders and enforce immigration laws. I do not endorse an open border policy as seen during the previous administration. However, I believe that ICE operations should focus solely on apprehending undocumented individuals who have committed serious crimes. A significant differentiation must be made between undocumented individuals seeking a better life and those who pose a genuine threat to society.

The plight of undocumented individuals who have lived quietly and contributed positively to our communities should not be subject to heavy-handed police tactics. The outbreaks of violence we have witnessed across Minnesota demonstrate an urgent need for a review and adjustment of current immigration policies.

Furthermore, I call upon Minnesota’s political leaders to cease inflaming resentment against the brave federal officers tasked with enforcing our laws. Labeling these public servants as Nazis or Gestapo agents is not only morally reprehensible but also incites potential violence. Disappointingly, when the mayor of Minneapolis suggested the city’s police force should engage directly with ICE agents, it only increased the societal divide.

I was particularly dismayed by the governor’s recommendation for residents to alert their neighbors about ICE and to record their actions, as this rhetoric fosters an environment ripe for conflict. We must recognize that such incendiary language serves only to heighten tensions without constructing any meaningful dialogue.

Bridging the Gap between Local and Federal Enforcement

The chaotic nature of these ICE operations is further complicated by a lack of collaboration from local officials who often withhold critical information from federal law enforcement. This refusal to cooperate inhibits effective management of these situations, leading to unnecessary confrontations. Local authorities holding back support for ICE operations in terms of crowd control contributes to misunderstandings and escalated hostility.

At the same time, while I am not in charge of making tactical decisions for ICE, adherence to established operational protocols is essential for all parties involved. It is imperative for ICE agents to avoid placing themselves in jeopardizing situations, such as standing in front of moving vehicles. Furthermore, while I staunchly defend the right to peaceful protest, it is vital for demonstrators to avoid obstructing the lawful operations of ICE. Effective communication and engagement are paramount, yet putting oneself in harm’s way during high-stakes interactions among law enforcement can lead to tragic outcomes.

Fostering Constructive Dialogue

It is crucial that we move away from the cycle of animosity and accusations that currently define our discourse. Public discussions that spur vigorous debate are essential for any functioning democracy. However, the harsh language of scapegoating and character assassination serves no purpose. Our current circumstances in Minnesota demand immediate and meaningful change; the status quo is untenable.

Now is the time for all Minnesotans, regardless of political affiliation, to come together in search of viable solutions. The welfare of our communities depends on our collective ability to address these crises courageously and compassionately. Let us strive to develop a more just and equitable society for all.
