MINNESOTA UNDER SCRUTINY FOR NONCITIZEN VOTING ALLEGATIONS
The report outlines how, despite bans on foreign contributions to political candidates, bad actors maneuver around the law. They exploit loopholes by channeling funds to ballot measure campaigns, which can ultimately lead to changes in constitutions and election laws. The report describes these activities as a “Trojan Horse for foreign influence,” specifically naming hostile entities like China and Russia.
To address this critical issue, the Honest Elections Project proposes model legislation titled the “Prohibiting Foreign Funding from Ballot Measures Act.” This law aims to prohibit all forms of foreign funding—both direct and indirect—of ballot initiatives, which can include contributions through intermediaries such as nonprofits. Furthermore, it mandates that donors and ballot committees prove there are no foreign funds involved to qualify for participating in election processes, imposing stringent penalties for those who violate these rules.
Additionally, the report draws attention to a troubling trend of blue cities, including Washington, D.C., and New York, working towards enfranchising noncitizens and unauthorized immigrants. The Washington-based organization asserts that many state constitutions use vague language, such as “any” or “every” citizen, which offers a platform for liberal activists to advocate for local measures allowing noncitizen and even illegal alien voting.

According to the Honest Elections Project, the current legal framework exacerbates these issues. The National Mail Voter Registration Form allows individuals to simply check a box claiming citizenship, leaving room for dishonesty.
To combat the rampant issues regarding noncitizen voting, the project advises states to amend their constitutions to unequivocally state that only citizens are eligible to vote. It cites a successful precedent, noting that such language has been adopted by overwhelming margins in 15 states, including Alabama, Arizona, and Florida.
Moreover, the organization encourages the passage of the Documentary Proof of Citizenship Act. This legislation would require voters to present valid proof of citizenship when registering for state and local elections. Additionally, it would impose criminal penalties for noncitizens who attempt to register, as well as for election officials who inadvertently accept registrations from ineligible voters.
The Honest Elections Project further outlines five additional legislative proposals aimed at reinforcing electoral integrity. These include the Interstate Voter Assistance Act, the Never Resided Act, the Procedural Election Audits Act, the Uniform Election Dates Act, and a bill prohibiting governmental entities from accepting donations or services from private or non-governmental sources for managing election processes.
