Authorities arrested two active-duty U.S. Army soldiers and one former soldier in Oregon on Thursday, charging them with involvement in a scheme to sell sensitive military information to individuals in China. This significant operation has raised alarms about national security, as detailed by the Department of Justice.

The soldiers in question are Jian Zhao and Li Tian, both stationed at Joint Base Lewis-McChord, along with former soldier Ruoyo Duan. They now face serious charges, including conspiring to commit bribery and theft of government property. Specifically, Zhao also faces charges for conspiring to obtain and transmit national defense information to unauthorized recipients.

Details of the Allegations

According to Attorney General Pam Bondi, the suspects are accused of betraying their country and compromising America’s defense capabilities. This type of espionage is particularly damaging, especially when involving an adversary like China. Bondi emphasized that justice will be served promptly and firmly.

Duan and Tian allegedly worked together to secretly collect sensitive military information between November 2021 and December 2024. The materials they targeted reportedly included technical manuals and operational capabilities of crucial military assets, specifically the Bradley and Stryker fighting vehicles.

During this time, Tian, as an active-duty officer, was believed to be actively gathering the information on behalf of Duan in exchange for financial compensation. This cooperation poses significant risks to U.S. military operations.

Expansion of the Operations

Meanwhile, Zhao, an active-duty Army supply sergeant, reportedly began his conspiracy to sell national defense information in July 2024. His alleged activities encompass efforts to collect and transmit classified hard drives marked as ‘SECRET’ and ‘TOP SECRET’. The DOJ outlined that Zhao was negotiating with individuals in China regarding the sale of these sensitive materials, demonstrating a clear intent to undermine U.S. security.

Furthermore, Zhao allegedly received at least $10,000 for his cooperation in this espionage scheme. Prosecutorial sources suggest that he planned to send these classified hard drives directly to China.

Additional Criminal Activities

In addition to the charges concerning hard drives, Zhao faces accusations of attempting to sell a computer that was stolen from the U.S. government, along with sensitive documents. These documents reportedly included information related to the High Mobility Artillery Rocket System, known as HIMARS, as well as insights into military readiness should a conflict arise with China. Allegedly, Zhao received about $5,000 for the information regarding these military capabilities.

The misconduct displayed by Zhao, according to the DOJ, represents a severe violation of his obligations as a U.S. Army soldier and a public official. Protecting sensitive military information is paramount, and using this information in exchange for monetary gain is reprehensible.

Law Enforcement Response

The behavior exhibited by the trio has drawn sharp criticism from law enforcement. Mike Herrington, Special Agent in Charge of the FBI’s Seattle Field Office, described the actions of Zhao, Tian, and Duan as unconscionable. He emphasized the need for vigilance against espionage attempts and warned potential spies about the consequences of such actions.

Herrington remarked that these arrests send a clear message to those considering espionage: the FBI is committed to protecting the nation’s secrets and has the resources and determination to hold perpetrators accountable.
