U.S. Agents Capture Fugitives in International Manhunt for Notorious Murder Case

A fugitive sought in connection with a high-profile murder has been apprehended by U.S. Immigration and Customs Enforcement agents after a dramatic escape from custody on multiple occasions in the Caribbean.

On April 4, Orville Andrew Pernell, a 32-year-old Jamaican national, was captured by agents from ICE Homeland Security Investigations and special agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives in Savannah, Georgia. His arrest followed a thorough investigation and an extensive multinational manhunt that highlighted the complexities of transnational crime.

Brutal Crime in St. Lucia

ICE spokespersons reported that Pernell is implicated in a brutal murder that took place in St. Lucia in 2020. He had been a fugitive for several years, eluding authorities at every turn.

In a statement shared on social media platform X, an official with HSI Atlanta remarked, “After a long run from justice, he’s finally back in custody and facing the consequences.” The agency provided a photo of Pernell, underscoring their commitment to public safety.

Multiple Escapes

Pernell’s story includes two significant escapes from custody. Initially, he fled during his murder trial in St. Lucia, subsequently making his way to Jamaica. Authorities stated he was apprehended in Jamaica in 2021, but once again managed to escape while in custody.

His attempts to enter the United States did not go unnoticed. On December 7, 2022, U.S. Border Patrol agents encountered Pernell near San Ysidro, California, where he attempted to present a false identity. Following an initial encounter, he was paroled into the country and received a notice to appear before a judge.

Additional Legal Troubles

In a further twist to his story, Pernell found himself in trouble again in July 2023. He was arrested by the Clayton County Sheriff’s Department in Georgia, charged with possessing a stolen motorcycle and attempting to evade arrest. During this encounter, authorities discovered a stolen 9mm handgun in his possession, further complicating his legal situation.

Coordinated Law Enforcement Efforts

Pernell’s capture was the result of coordinated efforts from various law enforcement agencies. Grounded in intelligence sharing and extensive surveillance, agents located Pernell in the Savannah area and successfully took him into custody without incident.

Officials now indicate that Pernell faces serious charges, including being an alien in possession of a weapon. He is expected to face murder charges shortly after he is extradited back to St. Lucia.

Statement from Law Enforcement Officials

Steven N. Schrank, the Special Agent in Charge of ICE HSI Atlanta, commented on the arrest, emphasizing the agency’s commitment to tracking fugitives who present a danger to public safety. He stated, “No matter where they may try to hide, our operation reflects our ongoing work to dismantle criminal networks and bring violent individuals to justice.” Schrank also expressed gratitude to local, state, and international law enforcement partners for their assistance in securing this critical arrest.

The Path Forward

The apprehension of Orville Andrew Pernell marks a significant victory for U.S. law enforcement agencies and underscores the importance of cooperative efforts in bringing criminals to justice. The complexities of his case also shed light on the ongoing challenges of tracking fugitives who exploit international borders to evade prosecution.

As the legal proceedings unfold, public safety remains a priority for the agencies involved. The capture of a fugitive who has eluded authorities for so long serves as a reminder of the relentless determination of law enforcement agencies and their shared goal of ensuring justice is served.
