A second individual has been arrested following the theft of Department of Homeland Security Secretary Kristi Noem’s purse during a family lunch on Easter Sunday. The incident took place in Washington, D.C., raising concerns about public safety in the area.
Law enforcement officials confirmed that they apprehended the accomplice believed to be involved in the string of thefts in Miami on Sunday. Authorities stated that this suspect has connections to the primary defendant accused of robbing Secretary Noem.
“The individual is believed to be a co-conspirator in those incidents with the main suspect,” a spokesperson for the Secret Service said in an official statement. The details reflect the ongoing investigation into several similar thefts that have occurred in the capital region.
Special Agent in Charge Rafael Barros acknowledged the collaboration between agencies during the arrest. He stated, “Public safety is strongest when built on trust and cooperation. We are grateful to the Miami Beach Police Department for their swift and effective assistance in today’s apprehension. After receiving tips from Washington, our Miami Beach officers quickly implemented targeted patrols to locate the defendant, who was taken into custody without incident.”

This arrest follows the apprehension of the first suspect, identified as 49-year-old Mario Bustamante Leiva, an illegal immigrant with a significant criminal history. He is believed to have played a central role in the theft investigation.

The complaint filed with local police indicates the purse was within reach of Noem when it was taken. Security footage captured a white male, wearing an N95 mask, dark trousers, and a baseball cap, reaching for the bag before quickly exiting the restaurant.
Noem recounted her experience, detailing the shock of the event. “It was rather startling, actually, because the bag was positioned right next to my feet. I felt my purse being pulled away, thinking it was my grandkids just playing around. Instead, a thief hooked it with his foot, dragged it a few steps, covered it with a coat, and fled,” she told podcaster Vince Coglianese.
She remarked on the organized nature of the theft, stating, “It seemed very professionally executed and emphasizes the reality that such incidents happen frequently. It reiterates the dangers that exist in our communities and reinforces my mission here to safeguard them.”
