A Massachusetts man residing in a migrant shelter has been arrested and charged with serious offenses, including raping and impregnating his teenage daughter while they were staying at a government-funded facility. This shocking event has raised significant concerns about safety within migrant shelters across the state.
According to reports from MetroWest Daily News, law enforcement has not publicly identified the accused in order to protect the identity of his daughter, the victim. Authorities allege that he committed repeated acts of sexual assault both during their journey to the United States and while they resided in Massachusetts.
The accused was living at a shelter operated by Eliot Community Human Services, which manages several government-funded shelters located in Marlborough, including facilities at Holiday Inn and Extended Stay hotels.
Marlborough police apprehended the man last week after shelter staff reported the allegations in May 2024. The MetroWest Daily News further indicated that the victim had sent messages revealing that she was pregnant due to her father’s actions, stating, “her father had sex with her multiple times, both on the journey to the U.S. and in the U.S.” These concerning revelations led to the man’s arrest.
During a court hearing this past Monday, the Marlborough District Court arraigned him on one count of aggravated rape of a child. District Judge Meghan Spring ordered the suspect be held without bail as a precautionary measure. A subsequent hearing will assess whether he poses a threat to the community.
This incident follows troubling remarks made by Jon Fetherson, a former director of the Marlborough migrant shelter. He spoke out about alarming occurrences of violence, sexual assaults, and other criminal acts reported within Massachusetts migrant shelters.
In a related case, reports from December detailed that shelter staff attempted to separate the accused from his daughter due to escalating tensions. Following this intervention, the man reportedly exhibited aggressive behavior towards the staff, including yelling and making threatening gestures.
Massachusetts operates under a “right to shelter” policy, mandating the government to provide housing for immigrants without other means. Furthermore, the state is classified as a migrant “sanctuary” jurisdiction, meaning it does not allow local law enforcement to cooperate with federal immigration authorities, including ICE.
Unfortunately, this is not the first incident involving egregious acts within Massachusetts migrant shelters. Previously, in January, Revere police arrested a Dominican national, Leonardo Andujar Sanchez, after discovering him in possession of an AR-15 and approximately $1 million worth of fentanyl in a state-subsidized hotel room.
In light of these incidents, Massachusetts Governor Maura Healey has voiced her outrage regarding the misuse of the shelter system and is calling for legislative changes to regulate the stay of illegal immigrants in these facilities.
The string of recent allegations from within migrant shelters raises critical questions about the effectiveness of the state’s policies on shelter safety and how they can better protect vulnerable individuals. As a
