Brendan Carr, the newly appointed chairman of the Federal Communications Commission (FCC), outlined an ambitious agenda aimed at enhancing America’s presence in the burgeoning space economy. During his inaugural address in South Dakota, Carr articulated six key priorities that will guide his leadership in the FCC.
“We are progressing from the ground to the airwaves, and our next focus will be on space,” Carr declared at the VIKOR headquarters, a telecommunications infrastructure firm located in Sioux Falls. He emphasized that the ‘Build America’ agenda is designed to bolster the economic and geopolitical significance of space, stating, “The Final Frontier is now home to a constellation of satellites critical to America’s strategic interests. My goal is for U.S. firms to lead the way in orbit.”
Carr highlighted several guiding principles that will steer the FCC’s efforts in this initiative. He stressed the importance of speed, simplicity, security, and ensuring an abundance of satellite spectrum. These principles will drive the agency’s strategy to make regulatory processes more efficient and support innovation in satellite deployment.
Having served as an FCC commissioner since 2017, Carr was appointed chair by President Trump at the start of his administration. His leadership marks a significant shift towards prioritizing the space sector, especially as technological advancements accelerate.
In his address, Carr noted that the FCC is already making strides in overcoming hurdles related to satellite systems. He indicated that his agency is actively working to clear the backlog of applications for new satellite services, a process that has historically been slower than the pace at which American companies can innovate. According to Carr, “The past two years have shown an alarming trend: it has taken longer for our government to process satellite applications than it has for innovators to design and launch the satellites themselves. This inefficiency will end under my watch.”
Additionally, he proposed that the ‘Build America’ agenda will revitalize the licensing framework for satellite systems. Carr stated, “By implementing more objective metrics in our reviews, we will significantly expedite the licensing process, allowing U.S. companies to maintain their competitive edge in space.” This reform aims to create a more favorable environment for satellite companies and strengthen America’s position in space.
Carr elaborated on the broad spectrum of improvements included in the FCC’s strategic plan. His priorities also encompass infrastructure development for high-speed internet, restoring U.S. leadership in wireless technology, and modernizing FCC operations to cut through bureaucratic red tape.
Pointing to the need for modernization, Carr highlighted that the FCC still faces regulations dating back decades. He pointed out, “The FCC currently enforces rules governing telegraph services and outdated broadcast technologies. These outdated measures will be removed, and we aim to revise up to 40 regulations, eliminating over 7,000 words from the Code of Federal Regulations. Curbing this bureaucratic burden represents a significant leap forward.”
As part of his broader vision, Carr emphasized the importance of collaboration with the private sector to maintain technological supremacy. He and President Trump are focused on enhancing America’s position in emerging technologies such as 5G, 6G, and artificial intelligence. He stated that the mission is to ensure that U.S. standards in technology remain the gold standard on a global scale.
To achieve these goals, Carr established a new National Security Council within the FCC to prioritize national safety in technological advancement. This initiative is part of a larger strategy to ensure that U.S. businesses lead in the race for critical technologies.
The initiatives laid out by Brendan Carr represent a bold vision for transforming the FCC into a forward-looking agency poised to facilitate advancements in the space economy. His commitment to clearing out outdated regulations, expediting satellite licensing, and fostering a competitive landscape for American businesses in technology underscores a significant shift in U.S. policy.
As the U.S. embarks on this journey to dominate the final frontier, Carr’s leadership will be pivotal. The importance of maintaining a strong position in space cannot be understated, as it is vital for both economic growth and national security.
