The Gaza Humanitarian Foundation (GHF), backed by the United States and Israel, has successfully delivered approximately 70 million meals to residents of Gaza since May. However, its distribution system has come under attack from Hamas as well as from leading international aid organizations.
Earlier this month, Philippe Lazzarini, the Commissioner-General of the United Nations Relief and Works Agency (UNRWA), publicly condemned GHF. He referred to the organization as an abomination and called for its dissolution, asserting that it brings only starvation and violence to the people of Gaza.
Moreover, Lazzarini’s statement highlighted that over 230 NGOs, including recognized organizations like Amnesty International and Oxfam International, signed an open letter denouncing GHF. They urged a return to the UN-led aid distribution system, which has been the traditional model for providing assistance in the region.
Critics of UNRWA argue that its ties to Hamas could threaten its credibility, especially in light of GHF’s apparent operational success. Gerald Steinberg, president of NGO Monitor, stated that opposing groups possess significant resources and have skillfully engaged in a public relations campaign against GHF.
According to Steinberg, GHF exemplifies how aid to Gaza can effectively bypass the problematic dynamics of the long-standing aid framework dominated by UN agencies. He claims that GHF’s operations are not bogged down by the inefficiencies typically associated with large organizations like UNRWA.
Steinberg noted that the petition against GHF has gained traction, with the number of signatories escalating as prominent organizations mobilize against what they perceive as a threat to their established operations.
John Acree, the interim Executive Director of GHF, expressed his disdain for the criticisms but emphasized a desire for collaboration. He extended an invitation to participating NGOs, stating that GHF actively reaches out for partnerships daily, aiming to leverage additional expertise in its humanitarian efforts.
Acree emphasized that accusations from UNRWA and other groups should not overshadow the positive impact GHF has had in Gaza. He pointed out that they have been addressing criticisms regarding safety during aid distribution and maintaining open channels of communication with local communities.
The UN has raised alarm over claims that GHF has responsible for incidents resulting in injuries and fatalities among the Gazan populace. In response to these allegations, a spokesperson for UNRWA reiterated the organization’s concerns over the prevailing aid distribution system, asserting that it leads to more deaths than it saves lives.
Lazzarini took to social media, reiterating his assertion that GHF has created a hazardous environment rather than an orderly system for food distribution. He described GHF’s initiative as a deceptive operation aimed at displacing vulnerable populations and deepening their suffering.
Halfway through this ongoing battle of narratives, GHF released a statement defending its operations. It labeled the statistics cited by UNRWA as misleading and claimed they originated from the Hamas-controlled Gaza Health Ministry. GHF called for international scrutiny over what it considers the UN’s alignment with a terrorist organization to undermine their efforts.
Hamas has reportedly reacted aggressively to the emergence of GHF’s initiative, perceiving it as a challenge to their monopoly over aid within Gaza. Acree highlighted that GHF’s operations disrupt Hamas’s control over foreign aid, impacting market prices and local economies.
As of now, twelve GHF staff members have tragically lost their lives in the line of duty. In a particularly disturbing incident, two American veterans involved in GHF’s distribution efforts sustained injuries from a grenade attack at a distribution site.
Acree recognized the challenges faced by GHF, admitting that the organization had not anticipated the level of desperation encountered in the region. Nevertheless, he conveyed positive messages from Gazans, many of whom expressed gratitude for receiving free aid for the first time.
Despite the challenges, Acree maintains that there is a pressing need for additional humanitarian assistance and partnerships to sustain GHF’s efforts. He highlighted the importance of building relationships with other NGOs and the UN to expand their reach and effectiveness.
The aid efforts received a boost from the U.S. Agency for Infrastructure and Development, which has allocated $30 million to GHF. Furthermore, there are discussions about the potential for continuous monthly funding of $30 million to support GHF’s activities in Gaza in the future.
As the situation evolves, GHF finds itself at the center of a complex humanitarian landscape, navigating political tensions while striving to deliver essential aid to those in dire need.
