The Sunshine State has secured its position as the nation’s top defender of religious liberty, according to the First Liberty Institute’s fourth annual Religious Liberty in the States index. In a significant development, Florida climbed to first place among all 50 states, marking the state’s first time at the summit of this ranking.

Following closely behind Florida are Montana, Illinois, Ohio, and Mississippi, which have all maintained top-five positions in previous years. Since the index’s inception in 2022, Illinois and Mississippi have consistently ranked among the leading states in upholding religious freedoms.

Understanding the Index’s Scoring System

The RLS index employs a nuanced scoring system that assesses legal protections and ranks states based on the percentage of supportive measures they have enacted. This year, the results reveal a striking gap of nearly 55 percentage points between Florida and the state at the bottom of the rankings, West Virginia. Notably, West Virginia has held the last position for three consecutive years.
