Authorities in Massachusetts have identified two potential causes of a devastating fire at an assisted living facility in Fall River that resulted in the tragic deaths of 10 individuals and injuries to over 30 others. The incident, which occurred on July 13, is believed to have been accidental and may have stemmed from either a malfunctioning oxygen machine or the negligent disposal of smoking materials.
During a recent news conference, State Fire Marshal John Davin stated that the fire originated in a resident’s room located on the second floor of the Gabriel House Assisted Living Facility. Initial investigations and interviews conducted by authorities revealed no signs of intentional arson, according to Bristol County District Attorney Thomas Quinn.
“Authorities found no evidence that cooking, lighting, heating, electrical outlets, or other appliances contributed to the fire’s ignition,” Davin explained. “There were no candles, incense, or similar items present that could have sparked the blaze.”
The investigators did find an oxygen concentrator and numerous smoking materials in the resident’s room where the fire started, pointing to these as possible sources of ignition. Unfortunately, the resident in the room perished in the fire, leading authorities to consider mechanical failure of the oxygen concentrator or improper smoking habits as the likely causes.
In instances where investigators cannot clearly determine a cause, they classify the incident as having an ‘undetermined’ origin. However, the evidence gathered strongly suggests that the presence of medical oxygen aggravated the fire’s development.
Davin further highlighted the role of oxygen in the rapid spread of the fire. He remarked, “Oxygen acts as a necessary component for fire, and in this incident, its presence was significant. In an oxygen-rich environment, fires can ignite quickly, spread swiftly, and burn at higher temperatures.”
In fact, over the past decade, home oxygen has contributed to approximately 20 fire fatalities and more than 30 injuries across Massachusetts. Additionally, fires sparked by smoking materials remain the leading cause of fatal fires in the state and nationwide.
Davin urged caution regarding smoking habits, especially in environments where oxygen is used. “There is no safe way to smoke. It becomes particularly dangerous when home oxygen is involved. Smoking near medical oxygen is extremely hazardous,” he cautioned.
Fall River Fire Chief Jeffrey Bacon acknowledged the exceptional efforts of the first responders who have been featured in viral bodycam footage rescuing vulnerable residents from the burning facility. He paid tribute to the victims and their families, expressing, “The survivors and those affected by the tragedy have been in our thoughts constantly since the event. I cannot begin to fathom the loss they have encountered. Every firefighter present that night exemplified heroic actions to save lives amid catastrophic conditions.”
Reports indicate that five firefighters were among the injured in the blaze, demonstrating the dangers responders faced while combating the fierce flames.
Bacon added, “In the fire service, we operate under a philosophy where we risk a little to save a little, and we risk a lot to save a lot. Our firefighters displayed extraordinary courage in hopes of saving others. We grieve the lives lost and the cherished family memories erased by the catastrophic fire that swept through the Gabriel House.”
He also called for prayers for the affected families and compassion for the first responders, saying, “I urge you to remember the hardships faced by our brave first responders. They undertook a task nobody should have to face, yet they would rise to the challenge again in a heartbeat. They embodied the highest standards of our profession.”
Furthermore, it was noted that several off-duty firefighters hastened to the scene to provide assistance, exemplifying the community’s dedication to public safety. The Fall River Police Department reported that 35 officers also responded to facilitate evacuations and support firefighting efforts.
Bodycam footage captured police officers breaking through doors and using flashlights to locate residents in peril during the harrowing incident. The officers displayed exceptional bravery and professionalism under life-threatening conditions.
In a statement on social media, the Fall River Police Department noted, “Eleven officers and two sergeants showcased remarkable selflessness while facing danger. The unified actions of the Fall River Police, Fire Departments, and Emergency Medical Services reinforced our unwavering commitment to serving and protecting our community.”
