Legislation Aims to Strengthen Protections for Police Canines and Mounted Units Amid Rise in Violence

In response to a surge in violent incidents involving law enforcement animals, Representative Aaron Bean has introduced new legislation designed to increase penalties for those who harm police K9s and mounted units. This move comes on the heels of alarming statistics released by the Department of Homeland Security, which indicate a staggering rise in assaults on immigration enforcement officers, with a notable 690 percent increase since last year. Such figures include attacks on the brave animals that assist law enforcement personnel.

Bean, a Republican from Florida and chairman of the DOGE caucus, emphasized the critical role that police dogs and horses play in maintaining public safety and protecting their human counterparts. He stated, “Our police dogs and horses serve on the front lines, safeguarding officers and communities. They deserve real protection, not just praise. The Leo K9 Protection Act will enact tougher penalties against anyone who harms these heroic animals in the line of duty,” during a statement to Fox News Digital.

Introducing the Leo K9 Protection Act

The Leo K9 Protection Act, announced during a ceremony outside the Capitol on Tuesday, aims to impose sentences of up to 15 years for those who assault law enforcement animals. The act honors K9 Leo, a Marion County, Florida, sheriff’s deputy dog killed in the line of duty earlier this year. In a tragic incident, Leo was shot while responding to a report of battery, and he succumbed to his injuries days later. The suspect involved in Leo’s death was killed by return fire from human officers.

Marion County Sheriff Billy Woods recounted Leo’s bravery, stating, “Leo did exactly what he was trained to do. He fearlessly defended and protected those deputies; he charged directly at danger.” Leo’s handler, Sergeant Justin Tortora, expressed his deep connection to the K9, describing him as “more than a partner – he was family.” Tortora added that supporting the bill would ensure that working K9s receive the urgent care they need and help prevent handlers from suffering the loss of their beloved partners.

Expanding Protection to All Law Enforcement Animals

The proposed legislation seeks to expand federal protections for law enforcement officers to encompass local, state, and federal police animals that assist federal agencies. Furthermore, the bill instructs the Department of Transportation to provide a
