Wray’s Testimony and Allegations
During the hearing, Wray stated, “What I can tell you is you’re referring to the Richmond product, which is a single product by a single field office. As soon as I found out about it, I was aghast and ordered it withdrawn and removed from FBI systems.” However, the Oversight Project claims that this assertion was ultimately misleading.
Representative Tom Tiffany, a Wisconsin Republican, confronted Wray regarding the Richmond memo and a controversial questionnaire that circulated within the FBI. This questionnaire inquired about agents’ allegiance to the president and their attendance at protests connected to the January 6 Capitol breach.
Tiffany questioned, “We keep hearing about these isolated examples, whether it’s Richmond Catholics or this questionnaire. Isn’t it a pattern?” This remark underscores underlying concerns about systemic issues within the FBI.

The organization further claimed that Wray’s omission regarding the existence of a second draft product reflects serious issues within the FBI.

Howell’s organization argues that Wray’s testimony contradicted evidence presented to Congress that suggested China actively mass-produced fake IDs aimed at facilitating voter fraud. This aligns with concerns raised about an August 2020 seizure of 20,000 counterfeit licenses by Customs and Border Protection in Illinois, which was cited in the criminal referral against Wray.
