This statement comes from the Department of Justice, which has recently wrapped up an investigation into allegations of antisemitic discrimination and harassment at the Washington, D.C.-based institution.
The Justice Department’s Civil Rights Division determined that George Washington University violated federal civil rights laws through its response to reported incidents of antisemitism. Assistant Attorney General Harmeet Dhillon emphasized that every student deserves access to educational opportunities without the threat of abuse or harassment. The government aims to ensure that universities that engage in antisemitic behavior will face legal ramifications.
In correspondence addressed to University President Ellen Granberg, Dhillon revealed that the Justice Department uncovered evidence showing that the university failed to take appropriate action in response to known violations regarding campus safety. Despite being aware of these issues, the administration did not take sufficient steps to protect its students and faculty, a situation that constitutes a breach of Title VI of the Civil Rights Act of 1964. The department is now pursuing enforcement actions, actively seeking prompt remediation of the identified problems.
Unlike Harvard and Columbia, which have faced scrutiny from the Trump administration over anti-Israel demonstrations amid rising tensions following the Hamas attacks on October 7, 2023, George Washington University is a private institution. The Justice Department’s investigation surfaced just one day after President Donald Trump announced a federal intervention in the D.C. police force, which has been dealing with alarming rates of violent crime. The investigation revealed that students and faculty at George Washington University encountered a contributing hostile educational atmosphere that was both severe and pervasive. Dhillon described the antisemitic misconduct as appalling, immoral, and unlawful.
During critical periods such as final exams and commencement ceremonies in the spring, members of the university community reportedly participated in disruptive antisemitic protests, which included setting up an encampment in the university’s yard. The action drew numerous complaints from Jewish students and faculty who reported feeling unsafe and discriminated against.
The Justice Department’s investigation found that complaints surfacing during this timeframe numbered at least eight, with demonstrators allegedly targeting Jewish and Israeli students. One Jewish student detailed a troubling experience of being harassed and ordered to leave a designated area on campus by antisemitic demonstrators shortly after leaving the Law School. Another account came from a Jewish student who faced severe intimidation as he quietly displayed an Israeli flag, only to be surrounded by protesters who linked arms to limit his movement.
It is alarming to note that even security personnel present during these protests frequently did not intervene. Instead, they advised students to vacate the area for their own protection, a move that questions the institution’s commitment to ensuring a safe learning environment.
Another Jewish student witnessed harassment by demonstrators who chanted slogans urging violence against Zionists, as he expressed his right to peacefully display his identity. Such overt expressions of hostility have become alarming markers of the environment at George Washington University.
The Justice Department has offered George Washington University an opportunity to address these concerns via a voluntary resolution agreement.
