On Thursday, Russia directed pointed criticism towards President Donald Trump’s withdrawal from the 2015 nuclear agreement with Iran, arguing that the United States holds primary responsibility for Tehran’s failure to comply with the international treaty. This assertion followed a statement from the U.K., France, and Germany, collectively known as the E3, indicating their decision to invoke the snapback mechanism to reinstate stringent UN sanctions on Iran within 30 days due to its non-compliance with the Joint Comprehensive Plan of Action.

“The United States abandoned the JCPOA, and since then the situation started to deteriorate,” stated Dmitry Polyanskiy, Russia’s UN Ambassador, during a press briefing. He emphasized the importance of recognizing the real source of the problem, which dates back to Trump’s decision to withdraw the U.S. from the JCPOA in 2018 in response to Iran’s alleged violations.

International Response to Iran’s Nuclear Activities

Despite Trump’s allegations that Iran was breaching the agreement, the International Atomic Energy Agency (IAEA) and other JCPOA signatories have maintained that evidence of Iran’s nuclear program expansion only emerged in 2019. This position has remained steady amidst ongoing debates regarding the legitimacy of Tehran’s nuclear activities.

Polyanskiy reinforced that the Iranian measures regarding uranium enrichment arose as direct responses to the U.S. exit from the agreement. He noted, “These measures can easily be reviewed.”

Russia and China’s Proposal

In response to the escalating tensions, Russia and China presented a draft resolution at the UN Security Council aimed at extending the timeline of the 2015 Iran nuclear agreement by six months. This proposal seeks to delay the implementation of sanctions against Iran, providing additional time for diplomatic negotiations. However, given Iran’s prior refusal to comply with a similar extension initiative put forth by E3 negotiators earlier in July, the chances of obtaining approval from the permanent members of the UNSC, which include the U.S., France, and the U.K., appear slim.

U.S. Position on Iran Sanctions

The U.S. has consistently urged other JCPOA signatories to support the implementation of snapback sanctions for Iran’s violations. After withdrawing from the agreement in 2018, Washington lost its ability to enforce these measures directly. Nevertheless, Iran has acknowledged accumulating up to 45 times the amount of permitted enriched uranium and has operated advanced centrifuges while denying IAEA access to its nuclear facilities. Polyanskiy responded to these violations by claiming that the E3’s actions will not carry any legal or procedural consequences.

Describing the snapback mechanism as a mere escalatory measure, Polyanskiy stated, “Western countries do not care about diplomacy; they are focused solely on blackmail, threats, and coercion against independent nations.”

Ongoing Diplomatic Efforts

A United Kingdom official confirmed that efforts aimed at resolving the diplomatic standoff with Iran have occurred continually over the past few years. This includes proposals made in 2022, where all JCPOA participants, inclusive of Russia and China, reached an agreement that Iran ultimately rejected. The UK representative noted that intense diplomatic negotiations had transpired over the last year, but these have seemingly been dismissed by Russian officials.

“The world is at a crossroads,” Polyanskiy remarked, outlining two divergent paths forward. “One option centers on peace, diplomacy, and goodwill. The other option symbolizes diplomacy at the barrel of the gun, encompassing extortion and blackmail.”
