While city officials seek to downplay fears of a serial killer, retired NYPD Sergeant Kevin Gannon, a long-time proponent of the theory that a group dubbed the Smiley Face Killers may be behind numerous suspicious drowning deaths across the nation, believes these recent cases may indeed be connected.
Gannon observed, “We have never recorded drowning statistics like this before; a drowning appearing every other day at the same location is unprecedented.” His assessment is causing many to reconsider whether these tragedies are merely coincidental.
Examining the dates, times, and geographical patterns of the bodies found, Gannon believes that the classic hallmarks of the Smiley Face Killers’ modus operandi are present in Houston. However, he highlights an unusual detail — some victims were in their 60s, which strays from the usual profile of those targeted by the supposed killer group.
He asserted, “This is an aberration, not typical of our more than 700 potential victims. However, that doesn’t exclude the possibility that they could also target older individuals, as they likely feel invincible and act with confidence due to the potential shortcomings in law enforcement responses.”

The controversial theory surrounding the Smiley Face Killers posits that an organized group of serial killers targets young men, particularly those linked to college fraternities. According to the theory, these individuals are lured to bodies of water, where they ultimately meet tragic fates. He stated, “Having 16 bodies raises questions. You can’t conclude that everyone is simply drowning and being discarded. You cannot even ascertain if these victims were local residents.” Each incident, he insists, warrants thorough individual investigations to discern the cause of death.
Giacalone further noted, “An autopsy and full toxicology report are essential for each of these cases.” Understanding whether victims had already died prior to entering the water is key, as it would aid investigators in determining the nature of these tragedies.
