DHS Assistant Secretary Tricia McLaughlin disclosed to Fox News Digital that the child was kidnapped by her mother, Haley Harris, who illegally transported her across the southern border to Mexico.

According to ICE, investigators discovered alarming details regarding Harris’s actions while she was in charge of the child. The agency’s findings suggested that during the abduction, Harris maintained consistent contact with her boyfriend, Pedro Pedraza-Trejo, a previously deported individual with a history of child molestation and rape charges in Washington state.

The local media outlet ABC 33/40 reported that the kidnapped child, Kionii Haugen, was safely returned to Orange Beach, Alabama, after enduring 12 days away from home. Reports indicate that Harris took Kionii through various cities including Pensacola, Atlanta, San Diego, Tijuana, and Mexico City before authorities tracked them down.

While on the run, ICE revealed that Harris contacted Pedraza-Trejo 193 times in just a few days, raising significant concerns about the child’s welfare during this critical period.

The ICE statement highlighted the severity of Harris’s actions, noting, “The fact that Harris maintained repeated contact with Pedraza-Trejo, a man convicted of such vile crimes, while illegally holding her child underscores the gravity of her actions and the danger she posed to the child’s safety.”

On September 28, Harris was extradited to the United States and arrested. She now faces charges of international parental kidnapping, as affirmed by ICE authorities.

Assistant Secretary McLaughlin elaborated that Harris unlawfully entered her ex-partner’s home and kidnapped her child from the father’s residence in Alabama. This act violated international parental kidnapping laws, especially as she fled to Mexico with her daughter.

While investigating Harris’s case, officials learned that her boyfriend, Pedraza-Trejo, had been deported to Mexico and carried a criminal history that included multiple child sex crimes, notably the molestation and rape of minors.

McLaughlin emphasized the coordinated efforts between U.S. and Mexican authorities, stating, “Harris was located, arrested, and extradited to the United States to face charges, while the child has been safely returned to Alabama.”
