America’s Global Leadership: Why U.S. Engagement is Crucial for National Security

From the Cold War strategies of former President Ronald Reagan to the recent actions of President Donald Trump against Iran’s nuclear ambitions, a consistent truth emerges. When the United States is proactive on the world stage, global safety increases and American influence grows.

Having witnessed the importance of international leadership in various roles, including my work on counterterrorism policy in the House of Representatives and my involvement in national intelligence strategy in the Senate, one fact stands out. The United States does not project its strength by withdrawing from global responsibilities. Instead, true power comes from embracing leadership, fostering international partnerships, and investing resources in global stability to protect national interests.

Concern Over Congressional Rescission Proposal

This is why the rescission proposal currently deliberated by Congress poses a significant concern for every American who values national security, global stability, and the economic well-being of communities across the nation. Ignoring this issue could be detrimental.

The proposal threatens to cancel billions allotted for vital areas such as national security, global health, economic development, and humanitarian initiatives. These funds play a crucial role in maintaining America’s competitive edge against adversaries, undermining authoritarian regimes, preventing regional turmoil, and supporting frontline partners.

The Need for Accountability in International Assistance

It is essential to engage in a straightforward dialogue about accountability concerning international assistance. The previous administration took commendable steps to terminate programs that did not align with national interests. However, some claims suggest that the rescission focuses merely on unused or outdated funds, which is misleading. Much of the proposed cuts would affect resources recently authorized by Congress, which are crucial for urgent national security requirements. To clarify, the same programs cannot be canceled multiple times.

The Strategic Importance of International Assistance

Investing in international assistance is not merely an act of benevolence; it is a strategic investment that promotes long-term U.S. interests. By partnering with emerging economies, stabilizing unstable regions, and providing tools to combat poverty, disease, and hunger, the United States achieves more than charity. These initiatives are wise, enhancing both American values and geopolitical stability.

This proactive strategy is crucial in preventing crises that could later require military intervention. It allows the country to counteract the spread of extremism before it becomes a more significant threat. At the same time, it undermines the influence of adversaries such as China, Iran, and Russia, who are more than willing to exploit any American withdrawal.

The Risks of Reduced U.S. Engagement

As China continues to expand its diplomatic influence, the potential consequences of the U.S. considering drastic reductions in its global engagement cannot be overstated. The rescission proposal, if enacted alongside other reductions, could diminish the U.S. national security footprint by as much as 85%, severely undermining American influence precisely when it is most needed.

Principles and Practicality: A Balanced Approach

Here, the intersection of principle and practicality becomes clear. Throughout history, the United States has adopted the belief that humanitarian assistance serves to create a more stable and prosperous world. This is not solely an ethical stance—it is a strategic advantage. A stronger global environment contributes to America’s own safety and overall well-being.

Refocusing U.S. International Assistance

President Trump has been vocal in asserting that American power should reflect American priorities. However, now the moment presents itself to refocus rather than cut U.S. international assistance. This powerful instrument needs to ensure that it effectively meets the needs of American citizens while reinforcing our economic and security landscape.

At this juncture, there is a responsibility to enhance the effectiveness of U.S. international assistance. Ensuring it delivers measurable results for Americans is imperative, while also supporting a future that aligns with our values and aspirations. When the United States leads decisively and effectively, it diminishes threats before they reach our shores and paves the way for a safer world.

Should America choose to withdraw from its global leadership role, rivals will fill the vacuum with opposing values and goals. The necessity of U.S. leadership remains paramount in today’s interconnected world.
