The Legislative Audit Bureau (WLAB) has uncovered significant deficiencies in how the University of Wisconsin system and various state agencies track expenditures related to diversity, equity, and inclusion initiatives. The findings, released recently, pertain to the financial activities for fiscal years 2023 and 2024.

Due to the absence of a robust tracking mechanism, WLAB was compelled to estimate the financial commitments made by these institutions towards DEI programs. The lack of precise accounting practices raises questions about fiscal responsibility and prioritization within state-funded initiatives.

Estimated Spending on DEI Initiatives

According to WLAB’s estimates, the University of Wisconsin system has spent approximately $12.5 million on salaries for positions specifically tied to DEI. Furthermore, the agency estimates an additional expenditure of around $40.2 million on offices with responsibilities related to diversity, equity, and inclusion. However, WLAB clarified that not all of these funds were earmarked exclusively for DEI activities.

Changes in DEI Positions at the University

Recent decisions at the university indicate a shift in approach towards DEI initiatives. After reaching an agreement with Republican legislators in 2023 to limit DEI-related roles, the number of full-time DEI positions decreased significantly from 123 to just 60 by the time of the audit in May 2024.

High-profile personnel changes have also occurred amid this restructuring. LaVar Charleston, previously the chief diversity officer, was removed from his role due to what was described as a substantial lapse in judgment and fiscal oversight. Despite his removal from the DEI position, he continues to serve on the faculty at the university.

State Agency Expenditures on DEI

The audit extended its scrutiny to various state agencies, discovering that 12 agencies incurred expenses totaling roughly $2.2 million on salaries across 47 DEI-related positions. In addition, WLAB estimates that 23 agencies collectively spent around $705,300 on salary costs associated with mandatory training sessions focused on diversity and inclusion, as mandated by Executive Order 59 in 2023.

Reporting Challenges and Noncompliance Issues

WLAB highlighted several challenges faced in compiling these reports. One significant issue identified is the overlapping costs between agencies and the university, complicating accurate calculations of DEI spending. The audit also pointed out that many agencies failed to provide comprehensive updates to the Department of Administration (DOA) concerning efforts to address compliance deficiencies.

Moreover, the DOA was found to be inconsistent in enforcing compliance requirements among state agencies. A large number of agencies neglected to submit the essential annual progress reports on DEI initiatives from 2021 to 2023, signaling a potential lapse in accountability.

Political Context and Future Implications

The audits were commissioned by state Republicans in May 2024 as part of a broader initiative to review all spending related to equity programs. This action was prompted by comments from Republican Assembly Speaker Robin Vos, who expressed an intent to terminate DEI initiatives altogether. This move reflects a larger trend observed in various political landscapes, including efforts at the national level by former President Trump to eliminate DEI programs across multiple spheres, including education.

As states scrutinize DEI expenditures, the controversy surrounding these initiatives continues to grow. Advocates argue that DEI programs are essential for fostering inclusivity and equality, while opponents contend that resources dedicated to such initiatives could be more effectively allocated elsewhere.
