The Trump administration remains tight-lipped about which official has been identified in a State Department dossier as a purveyor of disinformation. This document surfaced as the Biden administration aimed to monitor allegations of misinformation in social media.
Secretary of State Marco Rubio made headlines during a recent Cabinet meeting on April 30, revealing that an unnamed Trump administration official had been included in a dossier crafted by the State Department. This dossier purportedly details the promotion of false information across various platforms.
Despite multiple inquiries from Fox News Digital, neither the White House nor Rubio’s office has disclosed the identity of the targeted official. Requests for information, including one made on Monday, have gone unanswered.
When asked directly about the Trump official’s identity, the State Department referred back to Rubio’s comments from the Cabinet meeting, stating that the dossiers would eventually be shared with the individuals concerned. These individuals will then decide whether to make the information public or not.
Marco Rubio underscored the critical role of the now-defunct Global Engagement Center during the Cabinet meeting. This previously obscure office within the State Department was responsible for compiling disinformation dossiers on Americans as part of what Rubio characterized as an effort to censor free speech, targeting even those who held official positions in the Trump administration.
“The office at the Department of State was tasked with overseeing the social media activity of American citizens and identifying them as vectors of disinformation,” Rubio stated. He further noted, “At least one person at this table today had a dossier at that building that identified them as purveyors of disinformation. We now have these dossiers and will be sharing them with the individuals involved.”

Rubio emphasized the chilling implications of government surveillance, stating, “Just think about that. The Department of State created an office to monitor American citizens, labeling them as vectors of disinformation. We all know that the most effective way to address misinformation is through transparency and freedom of speech, not censorship.”
While Rubio refrained from naming the particular Trump official targeted by the dossier, Elon Musk previously condemned the Global Engagement Center as a significant player in government censorship. He responded to concerns about the agency by claiming it was the worst offender in media manipulation.
The Global Engagement Center was established by former President Barack Obama in 2016 via an executive order. Initially, its purpose centered on coordinating counterterrorism messages directed at foreign nations. However, it later expanded its focus to include countering foreign propaganda and disinformation.
Critics of the office argue that it was weaponized for political purposes, casting a looming shadow over free speech. In an April op-ed, Rubio referenced a 2020 report from the GEC which attributed the speculation surrounding the origins of COVID-19 to a Russian disinformation campaign.
Significantly, findings from the Department of Energy, as noted by the Biden administration and former FBI Director Christopher Wray, suggested evidence indicating the virus could have emerged from a laboratory leak. This contradicts earlier claims concerning serious misinformation.
Despite its polarizing role, the Global Engagement Center faced funding challenges when lawmakers in 2024 refused to approve new allocations for the office, setting its termination date for December 23, 2024. Nevertheless, the Biden administration made adjustments, shuffling its staff and rebranding the office.
Just days before Trump’s inauguration, it transformed into the Counter Foreign Information Manipulation and Interference Hub, although many of its core staff remained unchanged. Rubio publicly announced plans to officially close the office.
In an April 16 statement, Rubio declared, “I am announcing the closure of the State Department’s Counter Foreign Information Manipulation and Interference, formerly known as the Global Engagement Center. Under the previous administration, this office, which cost taxpayers over $50 million annually, worked to silence the very voices of Americans it was meant to serve. This is contrary to the principles we should uphold, and it is unfathomable that such practices occurred in America. Today, that ends.”
In previous interviews and writings, Rubio has vocally opposed the agency, claiming it contributed to what he terms the censorship-industrial complex that threatened the legacy of free speech in the nation. He maintains that the emergence of bodies like the GEC nearly jeopardized America’s historical commitment to freedom of expression.
Rubio’s strong stance resonates with many who fear that disinformation efforts can envelop genuine discourse, hence emphasizing the need for a transparent approach to information sharing. As political landscapes continue to shift, safeguarding free speech remains a central concern for numerous political figures and citizens alike.
