The Trump administration has issued a directive to California, demanding a comprehensive overhaul of its federally funded sex education program within a strict 60-day timeframe. This ultimatum requires the state to eliminate all references to gender identity or risk losing its federal funding.
California’s Personal Responsibility Education Program, commonly known as PREP, has come under intense scrutiny from federal authorities since early spring. In March, the Administration for Children and Families, a division of Health and Human Services, initiated a review of the program’s curriculum. They requested copies of course materials to assess their compliance with federal guidelines.
The goal of this federal inquiry is to ensure that the content delivered through California’s sex education programming is both medically accurate and appropriate for the intended age group. After reviewing the materials, ACF identified numerous instances of content that strays from the program’s foundational tenets, particularly regarding references to what they term “gender ideology.”
In a notice sent to the California PREP program, ACF highlighted serious concerns. They explained that the identified materials fell outside of the program’s authorizing statute. Consequently, the review of the curriculum for medical accuracy was temporarily halted due to the inclusion of prohibited content.
Andrew Gradison, acting Assistant Secretary of ACF, emphasized the administration’s stance on this matter, asserting that federal funding will not support programs perceived as indoctrinating children. He termed the presence of gender ideology in California’s PREP instructional materials as both alarming and a significant deviation from the program’s intended purpose. Gradison underscored a commitment to transparency and accountability, ensuring that parents are well-informed about the educational content their children receive in schools.
Among the flagged materials, a lesson aimed at middle school students sought to introduce the concepts surrounding transgender identities. The lesson contains statements designed to explain that some individuals do not conform to traditional gender norms. It outlines how individuals might identify as transgender or gender non-conforming, regardless of the sex assigned to them at birth.
Specifically, educators conveyed lessons that encouraged discussions about societal norms related to gender. For instance, they told students that some individuals may feel differently about their gender identity regardless of physical attributes typically associated with male or female classifications.
ACF also scrutinized high school curricula, which delve into distinctions between social and medical transitioning. These materials further explore what it means to be non-binary while educating students that gender identity can primarily be viewed as a social construct.
