This move comes at a time when Immigration and Customs Enforcement operations are intensifying across Los Angeles and other parts of California, prompting significant public outcry and anti-ICE demonstrations last week.

Wiener announced the introduction of the No Secret Police Act (SB 627) on social media. This bill seeks to ban local, state, and federal law enforcement from masking their faces during public interactions, along with instituting requirements for officers to display their identifying information.
In a post on X, Wiener expressed his concerns about the emergence of what he describes as secret police. He stated, “We are witnessing the rise of masked law enforcement devoid of identifying information, even appearing in military fatigues. They are detaining and disappearing individuals, which contradicts democratic principles and undermines community safety. The No Secret Police Act aims to alleviate the fear and disorder associated with these practices.”
Reports indicate that ICE personnel sometimes wear face coverings due to a rise in arrests and violent encounters, as highlighted by the Department of Homeland Security. A group of activists has recently faced backlash for compiling a registry of ICE officers, raising ethical questions surrounding privacy and safety.
A representative from DHS responded critically to Wiener’s proposal and the surrounding rhetoric, labeling it as “despicable.” Tricia McLaughlin stated, “Senator Scott Wiener’s push to criminalize federal agents from wearing masks and his insinuations likening ICE to secret police is appalling. While ICE agents endure assaults from protestors and face threats to their safety, local politicians seek to limit their protective measures against targeting by those sympathetic to extremism.”

Harmeet Dhillon, an assistant attorney general for civil rights at the Department of Justice, suggested that Wiener consult legal counsel regarding the feasibility of such legislation. “States lack the jurisdiction to dictate federal law enforcement practices. This initiative is unlikely to hold up in a legal challenge,” she advised.
Former Los Angeles County Sheriff Alex Villanueva criticized Wiener’s approach, dismissing his comments as unfounded. He stated, “This individual’s lack of understanding knows no bounds. Masked individuals throwing projectiles at police officers reveal skewed priorities. Law enforcement already possesses identifiers, and the focus must remain on public safety rather than sensationalized rhetoric.”
The Golden State’s political landscape is predominantly Democratic, with Governor Gavin Newsom frequently at odds with federal policies regarding immigration enforcement. Los Angeles Mayor Karen Bass expressed significant criticism of the aggressive tactics employed, stating, “Mayors across the region and the country vocally oppose these indiscriminate raids and the chaos precipitated by the federal government. These operations are not safeguarding anyone; they instill fear and disrupt lives, tearing families apart. They must be halted immediately.”
