This roadmap targets crucial areas such as Medicaid reform and student loans, aiming to shape the future policy initiatives of the Republican Party.
The Economic Policy Innovation Center, often referred to as EPIC For America, has been distributing a memo to key GOP figures in Congress in recent days. A source who is privy to these developments shared this information with Fox News Digital.
According to the memo, which was reviewed by Fox News Digital, the organization urges lawmakers to broaden their efforts towards further reforms in Medicaid and regulatory policies. The recommendations also include stringent measures on federal funding concerning government pensions and student loans, as well as leveraging fiscal strategies to promote conservative objectives related to abortion and transgender healthcare.
Successfully passing Trump’s previous expansive legislative package, aptly named the “one big, beautiful bill,” represented a notable achievement for Republican leaders. EPIC, which deems this bill a success, argues that continued reforms are essential for achieving substantial fiscal reform.
The memo emphasized the need for ongoing work, stating that despite previous victories, more needs to be done to rebuild an economy that works for all Americans and to safeguard the nation’s financial structure.
“The federal government is quickly reaching its fiscal limits. It’s crucial to maintain adequate fiscal space to effectively respond to potential crises like wars, natural disasters, or recessions,” the memo articulated.
One key focus of the memo is Medicaid. EPIC suggests implementing cuts to the Federal Medical Assistance Percentage, known as FMAP, specifically targeting large, affluent states and Washington, D.C. The FMAP determines the rate at which the federal government matches state Medicaid spending, currently set at 50%.
EPIC calls for the termination of the enhanced subsidy provided to D.C., whose FMAP minimum is 70%. Furthermore, the memo notes that the GOP’s initial budget reconciliation bill already curtailed several FMAP expansions allowed under the Affordable Care Act, including emergency care for states that extend Medicaid coverage to undocumented immigrants.
In response, EPIC recommends lawmakers to strengthen employer-based health options, such as Individual Coverage Health Reimbursement Arrangements and Health Savings Accounts, which could improve overall healthcare access.
Medicaid funding has historically been a contentious issue, and these cuts may present significant political hurdles for Republicans. Democrats have persistently framed such reforms as detrimental, accusing the GOP of endangering healthcare for millions of Americans.
