Enhancing National Security Through Farm Protection

In June, a significant threat to the U.S. food supply came to light when foreign nationals, including an individual linked to the Chinese Communist Party, faced charges for attempting to smuggle a harmful fungus into the United States. This noxious pathogen poses a considerable risk to crops and is seen as a possible tool for agroterrorism, potentially resulting in billions of dollars in annual losses globally.

The U.S. Department of Justice reported that the two accused intended to exploit a laboratory at the University of Michigan to further their scheme involving this dangerous biological agent, which not only affects crops but can also jeopardize human health. This incident exemplifies the long-term strategies employed by global competitors, who invade U.S. research institutions, acquire American farmland, launch cyberattacks against agriculture sectors, steal agricultural biotechnology, and inundate local markets with inexpensive imports.

It is time for these tactics to end.

American agriculture serves a dual purpose. Not only does it feed families, but it also plays a critical role in safeguarding the nation and countering foreign adversaries who are acquiring farmland, pilfering research, and introducing dangerous vulnerabilities into the systems that support our well-being. Reshoring food production and agriculture supply chains is crucial for the security of the United States.

Recently, on July 8, 2025, the U.S. Department of Agriculture (USDA), in collaboration with the U.S. Department of Defense, the U.S. Department of Justice, and the U.S. Department of Homeland Security, took a monumental step to address these pressing issues. They unveiled the USDA’s National Farm Security Action Plan.

This initiative represents a collaborative effort, enabling the USDA to work with state governors, legislators, cabinet agencies, Congress, and the National Security Council to fully incorporate agriculture into America’s national security strategies.

Addressing Foreign Threats Head-On

The action plan implements critical measures to tackle foreign threats by requiring transparency regarding foreign ownership of farmland. It also aims to increase penalties for violations to the maximum extent allowed by law and seeks to prevent further acquisitions of American land by potentially hostile nations.

Additionally, the plan bolsters enforcement against fraud in federal nutrition programs. Such programs have been exploited by international criminal organizations, potentially diverting billions from vulnerable Americans to fuel their illicit operations.

Safeguarding Innovations and Research

The USDA’s action plan enhances the protection of agricultural research and intellectual property, which serve as the backbone of American innovation. By ensuring that these initiatives align with the America First agenda, the plan strategically distances U.S. agriculture from the interests of foreign adversaries.

Moving forward, the USDA will no longer engage in funded or unfunded agreements with foreign entities that may pose a threat to national interests.

This strategic plan emphasizes independence. A nation that allows its farmland to be governed by adversaries cannot realistically claim to be secure. By permitting foreign influence to infiltrate research, resources, and resilience, the United States risks entering a path of vulnerability, strategic incapacity, and ultimately, subservience.

Protecting Taxpayer Resources

Support from hardworking taxpayers should not indirectly fuel foreign adversaries. The USDA’s approach aims to ensure that agricultural initiatives in the United States prioritize domestic research, technology, and innovation. It also calls upon states to enact legislation that complements federal protections, promoting a united front in agricultural security.

As Congress engages with this plan, it should recognize agriculture as essential to national defense, equal in importance to critical infrastructure like bridges, military bases, and borders.

A Unified Approach to Farm Security

Today, more than ever, U.S. agricultural policy must shield American farms from the security threats tied to a globalized economy. The well-being of farmers, grocers, and families alike relies on a robust and secure food and agriculture system. The incident at the University of Michigan highlights the urgent need for national security measures within this sector.

With this action plan, President Donald Trump and his administration are prioritizing the interests of American farmers, families, and the future of the nation. This proactive stance reaffirms the essential role of agriculture in sustaining the United States.

As the landscape of agriculture continues to evolve with global influences, maintaining a strong domestic agricultural framework will be vital for protecting the nation’s security and sovereignty.
