In response to this growing threat, the Department of Homeland Security issued a National Terrorism Advisory System Bulletin. This warning highlights the increased risk of domestic terrorism stemming from Iranian-backed extremists or individuals radicalized within the country.

According to the bulletin, the likelihood of violent actors mobilizing in response to Iranian leadership’s potentially incendiary rhetoric is significant. The document states that any direct call for violence could lead to increased domestic threats.

Potential for Increased Terror Activities Amidst Global Conflict

Sleeper cells, often comprising individuals planted in a country by foreign governments, exist to live quietly among citizens until they are directed to carry out attacks or acts of violence for political purposes. The current geopolitical situation has ignited fears that the Iranian regime might activate these groups to further its agenda.

Barak Seener, a senior fellow at the Henry Jackson Society, notes that diminished resources for groups like Hezbollah and Hamas have left Iran seeking alternative means to retaliate against its enemies, particularly the U.S. and Israel. He asserts that these capabilities are far from incapacitated.

Seener explained, “Iran’s military response may be limited, but their funding of sleeper cells provides a different avenue for projecting power on U.S. soil.” His remarks highlight a significant shift in tactics by Iranian operatives.

Operation of Sleeper Cells as a Tactical Strategy

Through sleeper operations, Iran can surveil key targets within the United States, which may include community centers or government officials. Seener indicates that the nation is likely to employ such clandestine activities throughout North America, Europe, and even Asia, reinforcing that this strategy is not new.

The possible revival of terrorist sleeper cells has prompted increased vigilance among U.S. officials. The DHS and the FBI are actively enhancing security measures nationwide. Recent arrests, including eleven Iranian nationals found to be in the country illegally, underscore these efforts.

These detentions indicate a heightened sense of urgency among immigration officials, particularly following military actions against Iranian targets. As tensions rise, U.S. Immigration and Customs Enforcement has ramped up its operational protocols.

Concerns Over Internal Security and Iran’s Influence

DHS Secretary Kristi Noem articulated the need for heightened security in light of the ongoing conflict in the Middle East. She stated, “It is our duty to keep the nation safe and informed, especially during times of conflict.” The threat of increased violent acts in the U.S. is compounded by fears of potential cyberattacks and growing antisemitic violence.

Seener emphasized that recent open border policies may have facilitated the entry of Iranian operatives into the U.S., raising concerns about the ability to track their movements. Although the FBI declined to comment, concerns about border security remain paramount.

Exploiting College Campuses for Disruption

Experts, including Seener, have also pointed to the potential for Iranian operatives to exploit anti-Israel protests occurring on college campuses as an opportunity to embed themselves among students. Protests can create fertile ground for extremists seeking to disrupt the social fabric of the nation.

Seener noted, “Much of the opposition to U.S. foreign policy toward Israel and Gaza has been fueled by individuals arriving on student visas. While they may not be U.S. nationals, they still have the capacity to create significant disturbances on campuses that contribute to disruption.”

The Danger of Radicalization Through Digital Means

Paul Mauro, a retired NYPD executive officer, raised critical points regarding the Iranian regime’s accessibility to social media as a tool for radicalization. The pervasive nature of digital communications can nurture homegrown terrorism.

He stated, “If Iran is motivated to insert operatives into the U.S., they might see the southern border as a viable route. This pathway allows them to embed agents amid campus protests and other venues ripe for disruption.”

Mauro illustrated the potential benefits of infiltrating these environments, allowing operatives to assimilate and receive financial support, thus enhancing their capacity to create disturbance.

While Iranian sleeper cells pose a significant threat, Mauro underscores that a single individual radicalized by the regime may represent an even greater risk to American civilians.

Changing Tactics in 21st Century Warfare

The dialogue surrounding terrorism has evolved as the internet changes how groups can coordinate and execute attacks. Despite these new dynamics, Mauro warns against underestimating Iran’s established methodologies.

He stated, “Although the Iranian modus operandi traditionally differs from ISIS, the current climate necessitates adaptability. Terrorist groups, particularly in light of shared objectives, may figure out new strategies to undermine the United States.”

The DHS bulletin does not specify exact threats to American citizens; however, the keen awareness among law enforcement underscores the importance of vigilance among the U.S. populace.
