The FBI has initiated an investigation into a sophisticated network targeting children and teenagers online, dubbed “764.” Former FBI agent Dr. Stephen Boyce now offers essential advice for parents on safeguarding their children.
Dr. Boyce, the CEO of the Cyber Doctor and a former forensic analyst for the FBI, told Fox News Digital that the group emerged in 2021 and has since evolved into a significant global threat.
According to Boyce, “The 764 Group is a decentralized network with neo-Nazi and satanic ideologies and is associated with another group called the Order of Nine Angels.” This alarming association raises concerns about the group’s influence on vulnerable youth.
What distinguishes this network is its fragmented yet well-coordinated structure. Members use popular social media and gaming platforms to spread their influence, expanding their reach to potential victims.
The FBI has reported that it is currently investigating over 250 incidents linked to the 764 group.
In a statement to Fox News, the FBI confirmed that “The FBI is looking into at least 250 individuals connected to violent online networks commonly referred to as ‘764.’ This investigation includes numerous offshoot networks and aliases. All 55 FBI field offices nationwide are involved.”
The predators associated with this group specifically target minors on social media. They employ coercive tactics to persuade young victims to film themselves engaging in violent or sexual acts. These videos are then used to extort further compromising material.
Dr. Boyce emphasized the dangers present on widely-used platforms like Roblox and Discord. He pointed out that, while these services are not inherently unsafe, their communication features can be misused by predators.
Popular applications among young people, such as TikTok, Snapchat,Instagram, and X, are also ripe for exploitation, he indicated.
“Parents should be aware of who their children are interacting with on any platform offering communication features,” he advised.
Equally concerning is the group’s manipulation through psychological tactics to ensnare victims. Boyce noted, “Love bombing is one common tactic that leads to fake online relationships.”
This manipulation can result in minors sharing compromising content or participating in unsettling activities.
“There is a significant presence of sextortion, along with various other tactics and the use of encoded language,” he elaborated. The group communicates using memes and coded phrases to safeguard their interactions.
The outcomes for victims can be devastating. In some instances, the 764 network encourages self-harm or even suicide. “They foster an environment that promotes self-harm,” Boyce lamented. “Children can be coerced into self-harming and asked to write their name in their own blood.”
Such actions often serve as rites of passage within the group, further entrapping victims within its harmful culture.
Yaron Litwin, the Chief Marketing Officer at Canopy Parental Control App, emphasized to Fox News Digital that merely limiting screen time is inadequate.
“Implementing screen time restrictions doesn’t suffice. Installing parental controls isn’t enough either,” he stated. Litwin urged parents to engage proactively and maintain open conversations with their children about online safety. Establishing and enforcing household rules can also reduce exposure to threats like the 764 network.
Monitoring the apps children use, the individuals they interact with, and any behavioral changes can be lifesaving. Parents should remain vigilant for signs of secrecy related to online activities, abrupt romantic connections, unusual use of memes, animal cruelty, and any indications of self-harm.
“For instance, noticeable irritability, increased secrecy around device usage, and sudden social withdrawal may indicate exposure to the 764 network or other harmful online communities,” he alerted. “A marked disinterest in offline activities and a strong desire for privacy can raise red flags.”
