In an exclusive interview, former USAID officials shed light on the agency’s alleged corruption during President Donald Trump’s first term in office. According to Mark Moyar, who served at USAID from 2018 to 2019, staffers intentionally undermined the president’s policy directives. This misconduct involved inappropriate spending of taxpayer dollars, particularly aimed at advancing DEI (Diversity, Equity, and Inclusion) and LGBTQ advocacy initiatives.

Previous Administration Ties and Resistance to Change

Moyar pointed out that many employees held affiliations with the Obama administration, with a significant number having supported Hillary Clinton in the 2016 election. “While some complied with orders, a considerable faction resisted the administration’s objectives,” he noted.

In a striking example, Moyar recalled a meeting discussing aid allocations to Syria. “I overheard them saying they needed to keep this aid hidden from the White House to prevent President Trump from cancelling it,” he added. This incident, he explained, showcased a troubling culture of secrecy within the agency.

Job Termination and Allegations of Retaliation

Moyar’s tenure at USAID ended controversially in July 2019 when his security clearance was suspended due to a conflict over his book publication titled, Oppose Any Foe: The Rise of America’s Special Operations Forces. Although his employment was not officially terminated, Moyar described his departure as an unjust dismissal without due process.

He claims that this action was retaliatory in nature, taken after he reported incidents of waste, fraud, and abuse within the agency.

Uncovered Financial Misconduct

Moyar highlighted the disarray at USAID, emphasizing how considerable amounts of funds were expended without the knowledge of political appointees. He recounted a significant discovery of a “slush fund” that remained hidden from officials until it was exposed.

Once revealed, actions were taken, but Moyar reiterated that such financial misconduct was far too common. Moreover, he cited numerous conflicts of interest, where employees leveraged their positions for personal gain, deeming these actions “completely illegal.”

Investigations and Accountability

During his time there, Moyar reported an office director using his role to assist a specific company while serving as the Board Chairman of that same company. Despite previous complaints about his misconduct, the agency facilitated his transition to another federal job at the Department of Defense, which left Moyar frustrated. “I, on the other hand, was accused of leaking classified information, which I firmly believe is a false charge,” he stated. Currently, Moyar is entangled in legal battles with the government, seeking transparency around what he claims are acts of retribution against whistleblowers.

Impact of Recent Changes at USAID

Moyar’s allegations reflect broader changes occurring at USAID, particularly under the recent oversight of the Department of Government Efficiency, led by billionaire Elon Musk. As of recently, initiatives have surfaced that threaten the existence of the $40 billion agency.

He stressed that it is crucial to examine the agency’s records to determine the extent of taxpayer dollars wasted on inefficient initiatives.

Concerns About DEI Spending

Moyar emphasized that uncovering the full extent of DEI-related expenditures at USAID may prove challenging, as much of the spending has been “disguised or rebranded.” He described the focus on global DEI efforts as problematic, arguing that it could damage U.S. relations abroad.

“Most countries perceive this DEI agenda as ludicrous,” he remarked, adding that efforts to promote a radical LGBTQ agenda often face backlash.

Moyar predicted that upcoming investigations will reveal shocking stories about the misuse of funds within USAID. He criticized the Inspector General’s oversight, suggesting that they have been negligent in their duties.

As the situation at USAID evolves, it is evident that significant attention will be required to address the issues raised by Moyar, particularly regarding fiscal responsibility and ethical governance.

The agency, established in the early 1960s to provide crucial support to underdeveloped regions, now faces stark scrutiny regarding its financial practices and alignment with national interests.
