FIRST ON FOX: The opening election cycle of President Donald Trump’s second term presents a pivotal opportunity for the GOP to capture seats in two historically Democratic strongholds, according to a memo released by a Republican campaign organization.
The Republican State Leadership Committee (RSLC) unveiled its strategy on Tuesday, emphasizing an aggressive approach leading up to the November elections in Virginia and New Jersey. Drawing on insights from the Democratic surge following Trump’s initial victory in 2016, the RSLC aims to forge a successful electoral path for the forthcoming election cycle.
RSLC President Edith Jorge-Tuñón highlighted the challenges ahead in Virginia and New Jersey, stating, “While the 2025 races in Virginia and New Jersey will be challenging, we have the opportunity – and strategy – to avoid a 2017 relapse. We have learned from our past experiences and are ready to fight smarter. With the right resources, we can break through Democrat strongholds, make strides in key districts, and disrupt the Left’s plan to gain unchecked momentum heading into 2026.”
Both states are gearing up for crucial statewide elections later this year, encompassing elections for governor and key congressional seats that could significantly influence the balance of power.
Local races will also feature prominently, particularly in Virginia’s Loudoun County and positions such as mayor of Jersey City and commonwealth attorney in Richmond.
The RSLC’s strategy places a strong emphasis on addressing perceived shortcomings in Democratic legislation regarding critical issues such as taxes, crime, and education. The group plans to utilize digital advertising campaigns instead of primarily defending the positions taken by the Trump administration.
In its strategy memo, the RSLC noted, “Riding the momentum of the 2016 presidential win, Republicans in 2017 were caught off guard as Democrats successfully nationalized local races, linking GOP candidates to federal dysfunction. With President Trump returning to the White House, Democrats are licking their chops and not being shy about it. They are confident that his comeback will bolster their efforts to change the power dynamics, positioning 2025 as a pivotal moment for significant political realignment. It’s up to us to prove them wrong.”
The RSLC aims to enhance voter participation by pushing for robust absentee ballot and early voting initiatives in both states, which are integral to its 2025 strategy.
Additionally, the RSLC intends to engage with “low-propensity Republican voters,” a tactic that effectively helped Republicans in Virginia prevent a Democratic majority in the 2023 elections.
A nearly $1 million absentee and mail-in ballot initiative launched by the RSLC in New Jersey last year reportedly bolstered GOP engagement in a state trending towards becoming a competitive battleground.
This initiative, combined with targeted digital advertising campaigns, has established a solid groundwork for competitive performance in New Jersey’s significant electoral areas, especially in House Districts 3, 8, 11, and 30.
As the RSLC prepares for the 2025 election cycle, the organization acknowledges the hurdles to overcome. Gaining footholds in Virginia and New Jersey will not be easy. Nevertheless, the committee believes that Republicans are in a much stronger position than they were in 2017.
The memo outlines, “The Republican State Leadership Committee and its affiliated PACs are making substantial investments in both states—not just to maintain our positions but to prevent Democrats from gaining the momentum they will need to pose a serious challenge in 2026. Every seat we contest and every message we communicate this year is significant. The effort to avoid a repeat of 2017-2018 has already begun—with a smarter, more prepared Republican Party ready to succeed in 2025 and beyond.”
The RSLC’s approach reflects a renewed focus on strategic planning, aiming to leverage past lessons while addressing contemporary challenges. By concentrating on local issues and enhancing voter outreach, the GOP hopes to redefine its stance in states historically dominated by Democrats.
