EXCLUSIVE: The third-ranking House Republican is accusing Democrats of hypocrisy in their opposition to the Republican-led federal funding bill.
The government shutdown has now entered its thirteenth day, as bipartisan discussions continue to stall. Despite efforts from the Trump administration to prevent the military from experiencing payroll delays, numerous federal employees have begun to face layoffs amidst this ongoing impasse.
Democratic leaders have firmly stated that they will not support any resolution that lacks substantial healthcare concessions from the GOP. However, House Majority Whip Tom Emmer, a Republican from Minnesota, contends that their stance is detrimental to healthcare access, particularly as the shutdown prolongs.
Emmer highlighted the impact of the shutdown, stating that telehealth services, crucial for many, are operating without funding. He underscored the irony of Democrats’ position, as their actions threaten healthcare availability.
“They are putting healthcare at risk,” Emmer told Fox News Digital. He emphasized the importance of remote care options that have emerged during the pandemic. For those living in rural areas far from medical facilities, telehealth has offered an essential lifeline. This is particularly true for veterans, who have seen significant benefits from telehealth services.
“I’m concerned about how the Veterans Affairs will handle this,” Emmer noted, referring to remarks made by House Veterans Affairs Committee Chairman Mike Bost, a Republican from Illinois. He expressed uncertainty over how the Veterans Affairs would safeguard such services under their jurisdiction, and voiced his apprehension regarding how private healthcare providers and hospitals might cope without reimbursement during this crisis.
Emmer was referencing the Acute Hospital Care at Home program, introduced during the COVID-19 pandemic. This initiative allows healthcare providers to bill Medicare for at-home care and telehealth consultations, which traditionally required hospital visits. The program has gained traction, especially among elderly and vulnerable Medicaid recipients. Yet, the ongoing shutdown is stalling Congress’s ability to extend its provisions.
The shutdown commenced nearly two weeks ago on October 1, after Senate Democrats voted against the GOP’s federal funding proposal. Since then, they have blocked the same funding bill on six separate occasions.
Republicans had recommended a seven-week continuing resolution (CR) designed to maintain fiscal year 2025 federal funding levels through November 21. This approach aims to provide congressional negotiators with additional time to finalize a long-term agreement for fiscal year 2026, which commenced on October 1.
This bill received passage in the House along mostly party lines on September 19. However, many Democrats in both the House and Senate reacted with anger at being excluded from funding discussions. They are now demanding that any spending agreement includes an extension of enhanced Obamacare subsidies, which are set to expire at the end of this year.
In response, Democrats have proposed a separate counter-offer that aims to completely reverse healthcare reforms instituted by the GOP’s One Big Beautiful Bill Act (OBBBA). This proposal also seeks to restore funding to National Public Radio and the Public Broadcasting Service that the Trump administration cut earlier this year.
While Democrats assert that their proposal seeks to mitigate the impact of Medicaid cuts imposed by Republicans, the GOP has painted it as a strategy to restore federal funding for illegal immigrant healthcare—a characterization dismissed by Democratic leaders as a falsehood.
Emmer pointed out a critical aspect of this debate: the potential loss of $50 billion earmarked for rural hospital funding as outlined in the OBBBA.
“The Rural Health Care Fund stands out as a vital resource,” Emmer asserted. He emphasized the responsibility of elected representatives to ensure their local hospitals can access these crucial funds during this challenging time.
Furthermore, Emmer expressed concern about the depth of the shutdown’s impact on hospitals and healthcare providers. “We cannot precisely gauge how deeply this shutdown will affect hospitals, healthcare providers, and ultimately the patients who rely on them,” he added. This ongoing political stalemate is raising alarms about the future of healthcare access, especially in rural communities and for veterans, who could suffer significantly due to the current crisis.
