In the words of former President Ronald Reagan, “I’m from the government and I’m here to help” ranks among the most daunting phrases in the English lexicon. As a governor committed to conservative principles, I take this caution to heart while shaping state assistance programs.
Growing up as a pastor’s daughter, I learned to appreciate the lessons found in Jesus’ parables. One of my favorites is the tale of the good Samaritan, which illustrates kindness extending from unexpected sources. In this parable, a man abandoned on the roadside receives aid from someone whom society would view as an adversary. It underscores our duty to support those in need, irrespective of their backgrounds.
Guided by this principle, we are excited to announce the launch of the 10:33 Initiative in my administration. Named after the Bible verse from Luke 10:33, which reflects the essence of the good Samaritan’s story, the program aims to help Arkansans break free from government dependence. Through collaboration with faith-based organizations, businesses, and nonprofits, we strive to provide powerful alternatives to a lifetime of poverty.
The inspiration behind this initiative stems from a critical observation regarding our welfare system. Each year, governments allocate billions to welfare programs, yet these funds often serve as mere temporary fixes. They fail to transition individuals from crisis to career. When people arrive seeking assistance—whether for food stamps during tough times or unemployment benefits—those presenting challenges usually require more than immediate financial relief. They need stability, education, job training, and a path toward sustainable living.
The 10:33 Initiative represents a pioneering pilot program that diverges from traditional welfare approaches. Instead of merely providing handouts, we believe in offering hand-ups. Participants seeking assistance will connect with dedicated community advocates sourced from local nonprofits and faith-based organizations.
These advocates will address the comprehensive needs of Arkansans, whether involving housing, healthcare, or employment support. Moreover, beneficiaries will be introduced to LAUNCH, a platform developed by my administration to streamline the connection between job seekers and educational resources, vocational training, and employment opportunities. Our ultimate objective is to empower Arkansans to achieve independence and self-sufficiency.
Our confidence in this approach arises from evidence showcased by Arkansas’ robust faith community and dedicated nonprofit organizations. For instance, Restore Hope, one of our key partners, has been instrumental in providing holistic support to vulnerable populations across various counties.
A poignant example of Restore Hope’s impact involves a father grappling with significant challenges. Amidst his wife’s battle with terminal cancer and his own struggles with substance abuse, he reached out for help. Thanks to the support provided by the nonprofit, he found long-term care for his family while simultaneously receiving treatment for his issues. Tragically, his wife passed away, yet he emerged resilient and sober for over 43 months. His children now excel as honor roll students.
In another instance, a single mother sought help from Restore Hope for a mattress for her young daughter. This simple request led her to connect with a local church. Later, when her car broke down, she reached out to the same church for assistance. Remarkably, a compassionate parishioner gifted her a new vehicle that very day.
Compelled by the words of Jesus, who teaches that our actions towards others reflect our values, our faith community’s generosity is inspiring. However, historically, there has been a disconnect between these benevolent entities and government organizations that allocate billions each year to assist Arkansans facing hardships. The 10:33 Initiative aims to seamlessly integrate these efforts.
The initial phase of this pilot program will operate in three select Arkansas counties and will encompass a few hundred families. As we demonstrate the efficacy of harnessing faith community resources and coordinating comprehensive care, our ambition is to broaden the initiative statewide, ultimately crafting a model that could be replicated nationwide.
Conservatives acknowledge that our welfare system has significant flaws. Christians understand the moral imperative to assist those in need. The 10:33 Initiative embodies a marriage of pragmatic solutions and compassion, designed to offer enveloping assistance that can genuinely transform lives.
As we embark on this journey toward reform, we implore communities, organizations, and individuals to rally behind the 10:33 Initiative. Together, we can create a system that not only meets immediate needs but also paves the way for lasting change and a brighter future for all Arkansans.
