This legislation allocates up to $7,000 per student for tuition or tutoring during the 2025-2026 school year. Representative Ocean Andrew, who sponsored the bill, called this a pivotal moment for families in Wyoming, declaring it a significant victory with the signing of HB 199.

Andrew emphasized how the Educational Savings Account program represents a progressive trend toward increasing educational freedom. He stated that parents should have the ultimate authority over their children’s education, rather than government entities.

Idaho Joins the Movement with Innovative Tax Credit

Just a week prior, Idaho passed its own legislation aimed at enhancing school choice. Governor Brad Little signed the Idaho Parental Choice Tax Credit into law, a move that underscores the state’s commitment to educational freedom. This measure provides parents with up to $5,000 per student for qualified education expenses, which can include tuition and fees associated with enrollment.

Governor Little heralded the passage of this $50 million program, stating it presents abundant schooling options for Idaho families. He conveyed pride in Idaho becoming the first state to offer widespread educational freedom from kindergarten to career.

Tennessee’s Bold Step Toward Educational Flexibility

Tennessee is also making headlines with its recent legislative changes. On January 20, the state’s legislature approved Governor Bill Lee’s universal private school voucher bill, a significant move toward expanding educational options. Despite facing opposition from some rural GOP lawmakers, the bill promises a new level of choice for families.

The Education Freedom Act grants students $7,296 each to offset private school tuition and other education expenses. Governor Lee expressed that he has long supported a model where both public school excellence and parental choice can coexist effectively.

As of February 12, Lee signed the bill into law, looking towards the program’s launch in the upcoming 2025-2026 school year.

Recently, Governor Abbott announced reaching sufficient support to push a school choice bill forward after challenges in previous years aimed at uniting Republican voices in favor of such measures.

With the addition of Wyoming, Idaho, and Tennessee, the total number of states that have enacted universal school choice stands at 14. Indiana’s Choice Scholarship Program has proven particularly effective, allowing low- and middle-income families to access vouchers for private schooling. Remarkably, around 98% of families qualify for these vouchers, making the program almost universal in reach.
