House Conservatives Doubtful as Senate Reaches DHS Funding Agreement

House conservatives are raising concerns following the announcement from Senate Democrats and the White House regarding a funding deal that does not include a long-term budget for the Department of Homeland Security. One member of the House cautioned that Republicans should resist any efforts that would “handcuff ICE.”

House Dynamics and Senate Demands

For any agreement reached in the Senate to be enacted, it must receive approval in the House of Representatives. Representative Mark Harris, a Republican from North Carolina, expressed his reservations, telling Fox News Digital that the demands from Senate Minority Leader Chuck Schumer, combined with the absence of conservative priorities, make the proposal a clear non-starter in the House.

Harris stated, “Chuck Schumer’s demands to restrict ICE, alongside threats from his Democratic colleagues to instigate a government shutdown, illustrate the radical Left’s tendency to prioritize criminals over American citizens.”

Negotiation Efforts Between Schumer and Trump

Schumer, a Democrat from New York, and President Donald Trump engaged in lengthy negotiations from late Wednesday into Thursday evening. Tensions rose as Schumer pushed for various funding demands, while the White House accused him of obstructing a meeting with rank-and-file Democrats.

In his statement, Schumer noted, “The separation of the five bipartisan bills the Democrats requested, along with the two-week DHS continuing resolution, has been agreed upon.”

Concerns Over the Length of Proposed Agreement

In response to the proposed agreement, one conservative House member noted, “We’re still examining the details of the deal, but a 14-day extension seems rather short.”

Another member pointed out that Republicans should secure concessions in this agreement, particularly since it is the Democrats threatening a shutdown, not the Republicans.

Trump’s Call for Bipartisan Support

On Thursday evening, Trump took to Truth Social to advocate for bipartisanship, stating, “Hopefully, both Republicans and Democrats will muster a much-needed bipartisan ‘YES’ vote.”

The President underscored that the only thing capable of hindering progress is another extensive government shutdown. Trump emphasized his commitment to collaborating with Congress to secure full government funding without unnecessary delays.

The Scope of the New Funding Agreement

The recently brokered deal entails the omission of the DHS funding bill from a more comprehensive six-bill package. Schumer and his Democratic coalition have made it clear that should DHS funding be excluded, they are prepared to support the remaining bills, which include critical financing for the Pentagon.

This strategy also lays groundwork for a short-term funding measure, known as a continuing resolution, to support DHS for two weeks. This extension allows lawmakers time to negotiate limitations on Immigration and Customs Enforcement.

Likelihood of a Government Shutdown

If the Senate passes the agreement, it still requires approval from the House. With Congress not expected to reconvene until February 2, shortly after the January 30 funding deadline, the possibility of a brief partial government shutdown looms large.

Rising Tensions in the House

As discussions progress, tensions continue to escalate within the House concerning the Senate’s proposed compromise on DHS funding. Representative Ralph Norman, a member of the House Freedom Caucus, expressed his frustration, asserting that, “THE HOUSE DID OUR JOB BY PASSING THE REMAINING SIX APPROPRIATION BILLS TO THE SENATE, AND THERE IS NO RATIONAL REASON TO REMOVE DHS FROM THE APPROVAL PROCESS.”

Norman accused Democrats of attempting to demonize and undermine DHS, stating, “IF THE DEMOCRATS WANT TO SHUT THE GOVERNMENT DOWN, THEN DO IT!”

Strategic Views on the Funding Deal

Mark Bednar, a GOP strategist and former spokesperson for the previous Speaker of the House, Kevin McCarthy, articulated his thoughts on the situation. He highlighted that Trump aims to guarantee that essential government workers, including military personnel and DHS employees, are compensated and continue to perform their duties. Bednar said this path would indeed help achieve that goal.

In Bednar’s view, it is now the responsibility of Democrats to engage in sincere negotiations with Trump. He asserted that a long-term funding bill is integral to securing the homeland, as the American people expect and deserve stability and security in governance.
