Maryland detectives are intensifying their efforts to uncover the identity of a man linked to a string of sexual assaults that targeted women over two decades ago. This renewed investigation unveils a disturbing pattern where victims were lured with false offers of rides, leading to horrific encounters. The Charles County Sheriff’s Office has reopened a chilling cold case involving a suspected serial rapist who operated between November 1996 and August 2003. The alleged perpetrator is accused of picking women up in Washington, D.C., and Prince George’s County, Maryland, before driving them to locations in Charles County. It was here that he reportedly launched physical attacks and sexually assaulted his victims.
Officials have described the suspect as a Black man, who at the time of his crimes was believed to be in his late thirties to early fifties. Currently, he is likely in his fifties to seventies. Investigators have identified multiple names used by the suspect, including Jerry, Jimmy, George, and James. He was noted to have a stocky build, a prominent overbite, and a short-cropped hairstyle.
This man reportedly had access to several vehicles, which may aid in tracking him down. Specific vehicles noted include a 1996 green-lime Ford pickup truck, a red station wagon, and a red small passenger car similar to a Ford Pinto, Escort, or Toyota. Partial Maryland tags associated with these vehicles have been recorded as FG-549, 594, or 546. Furthermore, a teal passenger vehicle has also been linked to the suspect.
In a significant case highlighted by the Maryland Independent on April 25, 2003, a 39-year-old woman accepted a ride from a man driving a teal late-model Buick Skylark. After picking her up, the suspect drove her to Bryans Road in Charles County. In a horrifying turn of events, he allegedly raped her in the vehicle before safely dropping her off at a nearby townhouse parking lot.
Law enforcement officials noted remarkable similarities between this case and ten other reported incidents spanning from September 1996 onwards. These accounts detail the disturbing tactics employed by the suspect.
Then-Captain Joseph Montminy, a representative of the Charles County Sheriff’s Office at the time, expressed strong confidence that the same individual was responsible for multiple assaults. He indicated that additional incidents may exist that have yet to be reported. Victims of these assaults were predominantly African-American women, aged 18 to 45, and often found themselves alone when approached.
Survivors have recounted how the suspect would force them into his car at gunpoint or deceive them into accepting a ride. There is also evidence suggesting that several victims found themselves trapped inside the vehicle during transport to Charles County. In some cases, women accepted rides and awoke in Charles County after falling asleep, while one victim described a harrowing experience of being held in a headlock until she managed to alter the vehicle’s course, driving into a ditch to escape.
At the time of these incidents, critical physical evidence was collected that law enforcement is now relying on to build links between the suspect and the attacks. Investigators are hopeful that advances in forensic science might provide new leads that were previously unavailable.
