On November 16, 2024, a passerby walking near Rat Beach reported finding what seemed to be human bones, including a skull, during low tide. Authorities confirmed the remains were human, initiating an investigation in collaboration with the Los Angeles County Coroner’s Office to identify the deceased and uncover the cause of death.

Then, on December 25, 2024, officers responded again to reports near the 800 block of Paseo Del Mar after a partial human leg washed ashore. Shortly afterward, additional partial remains were located along the shoreline. The coroner’s office confirmed that these too were human remains. Subsequently, a cadaver dog from the Los Angeles County Sheriff’s Department was deployed to search the nearby coast.

Identifying the Victims

Fast forward to June 18, 2025, when police reported that several of the remains recovered since 2023 had been identified through DNA testing. According to Captain Aaron Belda, the identified victims include:

• Mark Paulson, 68 — whose femur was linked to a 2021 boating disappearance off Redondo Beach.
• Raymond Simeroth, 57 — identified from a skull and bone found in November 2024; authorities noted he had health issues preceding his death.
• Zhaoliang Tang, 62 — a missing fisherman confirmed through DNA analysis of partial remains.

Remarkably, law enforcement reported that none of these cases indicated foul play.

Addressing Safety Concerns

These unsettling deaths have renewed focus on the significant risks associated with the area’s rugged coastline. A 2022 report highlighted that from 2010 to 2015, the Palos Verdes Estates Police Department responded to at least 31 incidents involving suicides, rescues, and injuries along the cliffs.

County officials, including the Los Angeles County Lifeguard Division, reported a staggering 9,286 ocean rescues in 2021, which encompassed numerous cliff-rescue operations. In 2022 alone, four individuals fell from the cliffs, resulting in one fatality and prompting city officials to issue stern warnings about the instability of the terrain.

Fire Captain Wade Kelsey presented a stark comparison of the landscape, describing it as extremely precarious. He advised that areas close to the cliffs lack protective barriers, further exacerbating the danger:

“It’s extremely dangerous; there’s no fencing in the area. There’s sloping that leads directly to sheer cliffs, and much of the region is highly unstable.”

According to the U.S. Census Bureau, the median household income in this area reached approximately $202,569 from the years 2017 to 2021. Zillow indicates that the average home value in the community hovers around $2.69 million.

In an attempt to address ongoing safety concerns, city officials collaborated with Habitat for Humanity from 2015 to 2016 to deconstruct and demolish specific city-owned structures at Bluff Cove. This action aimed to prevent further incidents after years of notable land movement in the area.
