North Carolina Auditor Aims to Enhance Efficiency and Accountability with New DOGE Initiative

EXCLUSIVE: North Carolina’s state auditor is expressing enthusiasm about implementing a local version of the Department of Government Efficiency, also referred to as DOGE, to positively impact taxpayers.

In a recent interview with Fox News Digital, Dave Boliek, the state’s auditor, stated that his office will explore ways to improve government efficiency and utilize resources optimally to benefit taxpayers. This initiative is being pursued through House Bill 125, a state-level DOGE initiative that has recently cleared the legislature.

Enhanced Resources for Greater Impact

Boliek commented on the benefits of this new initiative, saying, “It helps to provide our office with more resources to analyze efficiencies and to effectively assess the return on investment of taxpayer dollars across North Carolina.” He expressed his support for the initiative and noted his team’s capability to achieve impactful results.

The legislation includes a provision to establish a Division of Accountability, Value, and Efficiency, known as the DAVE Act. This bill garnered strong bipartisan support, passing the House with a vote of 91-23 and the Senate with 47-2.

Now awaiting the decision of Governor Josh Stein, the bill’s fate remains uncertain. However, the Republican majority in both legislative chambers, along with bipartisan backing, suggests there may be sufficient support to override a potential veto.

Confidence in Implementation

Boliek expressed optimism regarding the bill’s enactment, stating, “It will become law. I’m very confident that it will.” He reiterated that his office will adopt a data-driven approach to assess the optimal return on investment in taxpayer dollars.

The auditor intends to scrutinize the entire state government rather than focus solely on specific sectors. “It would be unfair to identify one particular area for potential cuts before we conduct a thorough analysis,” Boliek explained. Instead, he plans to leverage modern technology, including data analysis and artificial intelligence, to formulate sensible recommendations.

Unlike the original DOGE initiative, the DAVE Act’s priorities encompass not only waste reduction but also addressing the allocation of resources where they are lacking. Boliek noted that the legislature has requested an examination of open positions in the state government to understand the reasons for their vacancy and to develop a strategy for filling them.

“We are not confined to merely identifying cuts. There could be areas where the state needs to invest more resources to serve its citizens. The legislature has granted us the authority to investigate these aspects thoroughly,” he added, emphasizing the importance of identifying areas that require increased funding.

Data-Driven Recommendations Ahead

When asked about the areas of focus for DOGE under the Trump administration that he might pursue at the state level, Boliek reiterated the necessity for a data-driven strategy. He aims to ensure that recommendations for cuts or enhancements are supported by factual data rather than subjective feelings.

“The goal should be to evaluate how taxpayer dollars are utilized and inquire, ‘What is the return on investment?’ If we allocate funds to a particular program, the essential question is the return taxpayers receive on that investment,” he emphasized.

He pointed out the necessity for relief bills, particularly regarding recovery efforts after Hurricane Helene’s impact on the state the previous year. “Expenditure is one aspect; appropriating funds efficiently requires measurable outcomes,” he stated. “This is crucial for maximizing efficiency. The auditor’s office in North Carolina is well-equipped to aid in monitoring expenditure effectiveness.”
