Notorious Crips Leader Indicted for Alleged Mafia-Like Criminal Activities

A rap executive and purported leader of the Crips street gang has been charged with multiple federal offenses in what the Department of Justice refers to as a criminal organization resembling a mafia. Eugene “Big U” Henley, Jr., age 58, faces serious allegations, including conspiracy to violate the Racketeer Influenced and Corrupt Organizations Act.

According to the DOJ, Henley is linked to a Los Angeles-based crime syndicate. His indictment includes one count of conspiracy under the RICO Act, adding further charges that encompass nine counts of attempted Hobbs Act extortion, five counts of Hobbs Act extortion, and one count associated with an interstate prostitution operation.

Moreover, the charges list 15 counts of wire fraud, five counts of embezzlement related to misappropriating funds from a charity supported by federal funding, one count of bank fraud, one count of tax evasion, and two counts of willful failure to file tax returns.

The Hobbs Act specifically forbids both actual and attempted robbery or extortion that impacts interstate or foreign commerce. The DOJ’s announcement emphasized the range of Henley’s alleged criminal conduct, stating it spanned from murder to complex fraud schemes that included the theft of taxpayer money and funds earmarked for charitable efforts.

Acting United States Attorney for the Central District of California, Joseph McNally, commented on the indictment, expressing the DOJ’s commitment to dismantling organized crime. He stated that the charges against Henley would contribute to safer neighborhoods in Los Angeles.

According to the indictment, Henley led the so-called “Big U Enterprise,” which the DOJ describes as a mafia-like operation. This enterprise reportedly thrived from 2010 until March of this year, leveraging Henley’s status within the Rollin’ 60s Crips street gang. The DOJ asserts that he expanded his influence primarily through fear and intimidation.

Despite this characterization, the DOJ also clarified that Henley’s enterprise functioned independently from the gang itself. However, at times, the two collaborated for mutual gain.

Documents allege that Henley’s criminal activities included murder, extortion, and robbery, as well as trafficking and exploiting sex workers, fraud, and illegal gambling. One particularly grave allegation involves Henley’s suspected involvement in the 2021 killing of a rapper who was signed to his record label, Uneek Music.

Controversies Surrounding Charity Work

Allegations have surfaced that Henley misused an anti-gang charity he founded, called Developing Options. This organization aimed to offer support to youth and was supposed to promote anti-gang initiatives, but federal prosecutors claim Henley exploited it to shield gang members.

He has been accused of embezzling funds from Developing Options, which allegedly received grants from the Gang Reduction Youth Development Foundation in Los Angeles. The foundation itself also depends on federal funding.

Reports indicate that notable figures have contributed to this organization. Former NBA superstar Shaquille O’Neal and current NBA player Draymond Green are among those who have donated. A website for Developing Options even featured images of rapper Snoop Dogg with youth athletes, emphasizing the organization’s supposed community engagement.

Henley is also noted for having played a pivotal role in shaping the career of the late rapper Nipsey Hussle, who was also associated with the Rollin’ 60s Crips and was tragically murdered in Los Angeles in 2021.

Special Agent in Charge Tyler Hatcher of the IRS Criminal Investigation division remarked on the RICO charges, highlighting the organized nature of the criminal activities detailed in the indictment. Hatcher noted that Henley deceived the County of Los Angeles, running a charity that actively opposed gang violence while simultaneously engaging in criminal operations.
