San Francisco has initiated a new traffic safety program supported by California Governor Gavin Newsom. This initiative focuses on issuing speeding tickets that consider a driver’s income.
The Speed Safety System Pilot Program officially launched in March 2023 following Governor Newsom’s signing of the bill in October. This program allows cities in California to implement speeding cameras aimed at generating fines for speeding violations. Importantly, lower-income drivers can receive substantial discounts on their tickets.
Speeding ticket fines can range significantly, from $50 to $500. However, those earning 200% or less of the federal poverty level can benefit from a 50% reduction. Moreover, individuals experiencing homelessness are eligible for an 80% discount on their tickets, as confirmed by the San Francisco Municipal Transportation Agency.
The city installed 33 speeding cameras citywide on March 20, albeit with only about half operational at the time of launch.

For the initial 60 days of the pilot program, the cameras will issue warnings rather than fines. Enforcement for speeding violations will begin after this period, targeting speeds exceeding 11 MPH above the limit.
These cameras primarily reside in what the city defines as “high-injury” areas. Statistically, 12% of streets in San Francisco are responsible for 68% of severe traffic-related injuries and fatalities.
A fact sheet released alongside the program notes that camera placements across the city were designed to be equitable. The San Francisco Municipal Transportation Agency emphasized that the strategy aims to enhance safety without discriminating based on location.
California Investigated Over Alleged Concealment of Gender Identity Issues
The agency stated, “The program is intended to benefit all communities and not single out any particular neighborhood.” This holistic approach is critical to addressing the city’s safety concerns.
Other cities are also planning similar initiatives. Los Angeles is set to introduce a comparable speed camera program in 2026, which will provide low-income drivers with an option to perform community service instead of facing monetary penalties.
