Johnson highlighted that during the presidency of Joe Biden, Democrats supported a similar funding measure on 13 different occasions, demonstrating a previous willingness to keep the government operational.

“Even when Republicans were in the minority, we acted responsibly to ensure the government remained open. We expected Schumer to follow suit this time, but that has not happened,” he emphasized.

He characterized Schumer’s behavior as a calculated political decision. “This is a selfish political calculation he’s made, that he’s got to prove to the far left that he’s willing to fight Trump or something. So we talked about our frustration with that,” Johnson added.

Johnson noted that Trump appeared optimistic about Republican unity regarding federal funding but shared concerns over the repercussions a prolonged shutdown could impose on everyday Americans.

“We take pride in knowing we are doing the right thing for the American people,” Johnson stated. “If it had been cluttered with numerous partisan elements, there would be a basis for negotiation. I could have removed those things and brought it up again. However, I submitted it without any attachments at all,” Johnson elaborated.

He stressed that the proposal’s primary goal is to buy time for the completion of the appropriations process, which has historically involved bipartisan efforts. “I have nothing to offer. Nothing can be given. Schumer’s outrageous counter-demands place the burden of resolution squarely on him,” Johnson remarked.

He specifically mentioned the Democrats’ counter-proposal, which sought to repeal Medicaid reforms enacted under a Republican initiative and requested restoration of funding for NPR and PBS that had been cut by the Trump administration.
