The Texas Attorney General, Ken Paxton, has launched an investigation into two political action committees for potentially breaching state laws. The inquiry centers around allegations that the committees facilitated the travel of Texas state Democrats, helping them escape the state during a contentious redistricting standstill to avoid a legislative quorum.
The political action committees in question are the Powered by People PAC, which is spearheaded by former Representative Beto O’Rourke, and the Texas Majority PAC, managed by some of his former staff members.
In a press release issued on Wednesday, Paxton declared, “Any Democrat coward breaking the law by taking a Beto Bribe will be held accountable.” This statement underscores the seriousness with which the Attorney General views the actions of these political entities.
O’Rourke, who was unsuccessful in his bid for the Democratic presidential nomination in 2020, previously lost a closely watched Senate race against Senator Ted Cruz in 2018. More recently, he faced Governor Greg Abbott in a 2022 gubernatorial election, which he also lost. Nonetheless, O’Rourke remains a prominent figure in Texas politics, often engaging in high-profile political initiatives.
Paxton’s investigation adds to the mounting scrutiny faced by these PACs, which have come under fire for their financial practices. The Powered by People PAC reportedly relies heavily on smaller donations from individual contributors via platforms like ActBlue. However, it also garnered substantial funds from the progressive consulting firm Middle Seat, as well as a notable $100,000 from Simone Coxe, a nonprofit leader who previously funded O’Rourke’s gubernatorial campaign.
Records from the Federal Election Commission indicate that the Harris Victory Fund contributed over $114,000 in January 2024 and an additional $60,000 in December 2023 to the Powered by People PAC.
Additionally, the PAC received a contribution exceeding $5,000 from Luci Baines Johnson, the daughter of former President Lyndon Johnson, in 2024.
Recent reports from the Texas Tribune shed light on the activities of the Powered by People PAC, which has acknowledged assisting lawmakers in traveling outside the state. This assistance reportedly includes covering daily fines, which are set at $500, for lawmakers who choose to break quorum during legislative sessions.
The PAC’s online promotion emphasizes that “100% of your donation will go to supporting Texas Democrats in their fight against Trump’s power grab.” This rhetoric resonates strongly with the party’s constituents as they rally against perceived overreach from Republican leadership in the state.
As of June 30, the PAC’s financial statements indicate it possesses over $3.5 million in cash reserves, showcasing its significant fundraising capabilities.
Amid the ongoing investigation, questions arise regarding the Texas Majority PAC’s funding, with scrutiny directed toward prominent Democratic donor George Soros. Paxton expressed his concerns about lawmakers allegedly bending to the influence of Soros’s funds instead of representing the will of Texas voters.
He articulated this sentiment in a statement on Thursday, suggesting that if the investigation uncovers evidence of extralegal financial incentives influencing legislator conduct, severe repercussions would follow. Paxton remarked, “Getting financial payouts under the table to abandon your legislative duties is bribery,” firmly stating his opposition to corruption.

The girls traded with Epstein. The bribes taken from foreign governments.
