Texas DPS K-9 Program: Enhancing Border Security and Crime Fighting

The Texas Department of Public Safety, commonly known as DPS, is significantly expanding its K-9 training program. This initiative involves deploying highly trained dogs to assist in vital areas such as drug interdiction, explosive detection, and tracking missions statewide.

Lt. Boyd Lamb, a dedicated veteran with 19 years at DPS and a 12-year involvement in the K-9 program, recently guided a FOX News crew on a tour of their state-of-the-art training facility in Florence, Texas. This facility is where untrained dogs undergo a transformation into specialized law enforcement assets.

“We take dogs that are completely untrained and turn them into highly effective working partners,” Lt. Lamb explained. “Our focus is on skills such as drug detection, explosive detection, and tracking, starting from the basics and advancing them before they deploy across Texas.”

Real-Life Scenarios Enhance Dog Training

The K-9 program prides itself on preparing dogs for real-world situations. Participants are exposed to scenarios that mirror the chaos and unpredictability of actual missions, which includes training in controlled environments with helicopter deployments.

“Any exposure we can give them is essential,” Lt. Lamb remarked. “We aim to ensure that when they head out to do their job, whether it involves explosive detection or drug interdiction, they can perform confidently without freezing up in challenging situations.”

Currently, DPS operates 74 K-9 teams statewide, comprised of 51 dedicated drug detection teams, nine explosive detection teams, and about 13 tracking teams. Many of these units play crucial roles in initiatives like Operation Lone Star, aimed at curtailing drug smuggling and unauthorized border crossings.

The Role of Tracking Dogs in Law Enforcement

In particular, tracking dogs are invaluable assets at the border. They assist in apprehending individuals evading law enforcement. K-9 handler Landon Ravun, stationed in Del Rio, exemplifies readiness for any scenario. Body camera footage showcases the effective training during a mission last summer when Ravun and his K-9 partner, Bona, successfully tracked down a fugitive who was wanted for murder.

“What we do is incredibly important,” Ravun emphasized. “Watching her capabilities firsthand is truly amazing.”

Intensive Training for Handlers and Their Dogs

The comprehensive training program for both handlers and dogs is rigorous. Each handler-dog pair goes through nine weeks of instruction after the dog completes an initial pre-training phase. This pre-training phase typically spans six to 15 weeks.

Key to this process is the strong bond that forms between the handler and their dog. Lt. Lamb shared a personal insight, stating, “These dogs become integral parts of the handler’s life. When I graduated with my dog in 2014, she quickly became part of my family. After her retirement, she continued to be a cherished family member. Losing her in 2022 felt like losing a family member altogether.”

Search-and-Rescue Missions: A Broader Impact

In addition to border enforcement and drug detection, the DPS K-9 program contributes significantly to search-and-rescue missions. One notable instance involved a tracking dog that located a 38-year-old man with special needs who had wandered away in Los Naples Park. Missing for several hours, he was severely dehydrated and needed immediate medical attention.

“Our K-9 team found him and safely returned him to his loved ones,” Lt. Lamb recalled. “That moment alone validated everything we do in this program.”
