The Evolving Narrative of Project 2025 Amid Trump’s Central Role in Government Efficiency

FIRST ON FOX: As the 2024 election cycle heats up, Project 2025 was once at the forefront of conversations among Democrats and mainstream media, but its prominence appears to have faded away.

Upon Donald Trump’s ascendancy, the Department of Government Efficiency, known as DOGE, emerged under the leadership of Elon Musk. Concurrently, notable figures such as Florida Representative Aaron Bean and Iowa Senator Joni Ernst initiated DOGE committees in Congress, shifting the focus away from Project 2025.

Kevin Roberts, President of the Heritage Foundation, authored the foreword to Project 2025 and emphasized that the recent electoral outcome, coupled with the initiatives undertaken by DOGE, stemmed from the electorate’s mandate rather than the traditional policy suggestions from conservative think tanks or established scholars.

Roberts remarked, “The American people delivered a clear mandate in November: dismantle the bloated, unaccountable bureaucracy that constitutes the Deep State. Current polling reflects a 53% approval rating for Trump’s efforts to achieve this aim, indicating widespread public support.”

The Shift in Political Commentary

Roberts, when reflecting on the left’s stark reactions to Project 2025 and its subsequent decline in visibility due to DOGE’s rise, suggested that liberals often seize opportunities to exploit issues that appear to yield political gains.

He stated, “The Left has no new ideas—just unpopular ones. When they struggle to prevail through substantive arguments, they resort to attacks. Initially, it was Project 2025 they targeted. Now, it’s DOGE. This pattern reveals a consistent theme of unwarranted fearmongering.”

Trump has consistently denied any assertions linking his administration or Project 2025—often described as a comprehensive policy proposal from the Heritage Foundation.

Heritage leaders, including Edwin Meese, who served as Attorney General under Ronald Reagan, and Roberts himself, have pushed back against any notion that Project 2025 is extreme or radical.

Roberts elaborated, “In its initial incarnation in 1981, Project 2025 was largely organizational, focusing on structural norms. However, by 1989, it delved deeper into specific policy issues. Since the 1980 presidential cycle, this work has taken various forms, adapting to the political climate without losing sight of its core objectives.”

Project 2025’s Perception as a ‘Right-Wing Boogeyman’

Despite its historical context, Project 2025 has been framed by some as a conservative talking point that evokes fear among progressives.

California Representative Jared Huffman established the
