Rebecca González-Ramos, the newly appointed special agent in charge of Homeland Security Investigations (HSI) in Puerto Rico and the Virgin Islands, recently shared insights into the agency’s initiatives with Fox News Digital. “We received new enhancements when the big beautiful bill was approved. We’re looking forward to bringing additional resources to enhance our operations,” she stated.
According to González-Ramos, there has been a significant reduction in smuggling activity since the beginning of the Trump Administration, thanks to more robust immigration enforcement measures. She highlighted how new funding has empowered the HSI to address a persistent crew shortage through targeted recruitment efforts.
González-Ramos emphasized that the agency’s focus neither limited to immigration enforcement nor exclusively to smuggling operations. Instead, they actively target transnational organizations involved in narcotics trafficking and human smuggling, as well as money laundering activities. Her leadership role marks a historic milestone as she is the first Puerto Rican woman to serve in this capacity.
The geographical positioning of Puerto Rico, with its close proximity to Haiti and the Dominican Republic, complicates the issue further. Increased border security measures along the U.S.-Mexico border have pushed traffickers to consider the Caribbean route as an alternative for their illicit activities.
“Once you get to Puerto Rico, you’re just one flight away from reaching anywhere else you want in the U.S. You can either stay on the island or get to the mainland easily,” explained González-Ramos. This convenience contributes to making Puerto Rico an attractive hub for smugglers, capitalizing on the territory’s status as an entry point into the domestic United States.
González-Ramos elaborated on how the closure of the Mexico border and intensified enforcement have reshaped smuggling activities in the Caribbean. “The Mexico border being closed and the new strong enforcement there has not only opened the Caribbean for human smuggling, but it also opened it for drug smuggling,” she noted.
A concerning trend has emerged, with an increased presence of fentanyl infiltrating Puerto Rico. This escalating situation arises from Mexican drug organizations adapting their trafficking routes through the Dominican Republic and other nations to bypass traditional channels.
In discussions concerning the effect of renewed funding and enforced immigration policies under the Trump Administration, González-Ramos highlighted their ongoing investigations. Many of these efforts unearth the involvement of foreign individuals in local smuggling operations.
“Those foreigners are in charge of the organizations responsible for transporting narcotics to the U.S. While I’m not asserting that every foreigner poses a threat, there exists a substantial number who could potentially harm the United States,” she elaborated, reinforcing the necessity of vigilance in border security efforts.
The HSI’s mission streamlines toward ensuring the safety and security of the United States. González-Ramos emphasized the role of federal law enforcement in protecting national interests, highlighting that many citizens overlook the significant safety concerns that accompany the presence of transient foreign nationals.
“People need to remember that we’re federal law enforcement officers, and our mission is to protect the United States. That’s what we’re doing,” she affirmed, underscoring the gravity of the agency’s work in the region.
