The Ongoing Battle Against Evolving Terror Threats in America

On the morning of September 11, 2001, my life took a drastic turn. I was in Del Rio, Texas, a week away from graduating from pilot training, filled with anticipation for the career ahead. That day began like any other, but by the end, my expectations for the future had transformed forever.

The terror attacks on our nation that fateful morning not only marked a pivotal moment in history but also highlighted a relentless struggle that defines our generation. The fight against terrorism has remained a priority as we navigate the complexities of national security in a post-9/11 world.

After my graduation, I served as a fighter pilot in the U.S. Air Force, flying combat missions in the F-22 against ISIS in Iraq and Syria. Twenty-four years later, the lessons learned from that day and throughout my military service continue to shape my perspective on security. We must remember that our adversaries are always adapting, perpetually observing us from the shadows.

This awareness drives my commitment today as a member of Congress and the chairman of the House Homeland Security Subcommittee on Counterterrorism and Intelligence. Recent trends underline the alarming reality that terror threats remain prevalent and that our systems are blinkingly alert for potential attacks.

Challenges Under Current Policies

The current administration’s open-border policies have created glaring vulnerabilities within our national security framework. Under President Biden’s leadership, individuals with documented terror affiliations have crossed into our country without detection. Reports indicate that over 50 jihadist terror cases emerged across 30 states between April 2021 and January 2025.

Moreover, the Customs and Border Protection agency documented nearly 400 encounters with individuals on the terror watchlist during this timeframe. Additionally, while previous administrations have made proactive efforts to identify and deport such individuals, we still grapple with a disquieting reality: a significant number of potential terrorists may now live among us. Thus, these emerging threats demand our immediate and undivided attention.

The Evolution of Terrorism

Today, the landscape of terrorism has morphed into a more intricate and dangerous model than that seen on 9/11. Groups such as ISIS, al Qaeda, Hamas, and Hezbollah have begun to embrace advanced technologies and global networks, making it harder than ever for security agencies to detect and counter such threats.

These organizations have turned to encrypted messaging applications like Telegram to coordinate operations and communicate securely. Furthermore, they are increasingly leveraging artificial intelligence as a tool for spreading propaganda and recruiting individuals—often radicalizing lone wolf actors who pose severe risks.

The very nature of these evolving tactics highlights the urgent necessity for us to respond effectively. We are now fighting on a new battlefield defined by technology, where traditional security measures may not suffice.
