Remarking on the cartel’s proficiency, Townsend highlights that by adding fentanyl to their drug distribution, they have transformed these deadly substances into significant profit while contributing to American fatalities.

Irina Tsukerman, a U.S. national security attorney and president of Scarab Rising Inc., suggests the Sinaloa Cartel’s impact might even surpass that of the Sicilian mafia families.

Cities such as Chicago, Denver, and Oklahoma have turned into major operational hubs for this cartel, fostering a national grip that resembles a shadow state engaged in a lethal conflict against the American populace.

Control Over Drug Supply Chains

Tsukerman further notes that what distinguishes the Sinaloa Cartel is its control of every stage in the drug supply chain.

Cocaine: This is primarily imported from South America, particularly Colombia.

Heroin: This is cultivated in Mexico’s Golden Triangle, encompassing Sinaloa, Durango, and Chihuahua.

Fentanyl: This potent substance is manufactured in clandestine Mexican laboratories utilizing chemicals sourced from China.

Operational Structure of the Sinaloa Cartel

One intriguing aspect of the Sinaloa Cartel is its operational model. Unlike a traditional vertical organizational structure, the cartel operates on a franchise model.

Townsend explains, “In the Sinaloa Cartel, many decisions are made by individuals at various levels within the organization, including those at the bottom tier. They do not necessarily consult higher-ups, such as El Chapo, currently imprisoned, for approval on many decisions.”

Government Response and Future Strategies

The Trump administration has targeted more than half a dozen criminal groups for designation as foreign terrorist organizations. This initiative, directed by the State Department, follows an executive order mandating a crackdown on major cartels.

According to Townsend, this robust approach to combating cartel violence provides numerous advantages. Yet, he advises the U.S. government to proceed with caution.

“The new efforts will equip law enforcement with additional resources, typically translating into more funding and manpower,” he points out. “Any engagement with these organizations will be deemed illegal.”

Furthermore, he speculates that this move will enhance the U.S. government’s leverage in negotiations with Mexico over border security and drug trafficking.
