Recently, I returned from my role as a representative for the United States at the prestigious Paris Air Show, the largest aviation exhibition globally. While they debated changes to terminology, urgent warnings about our aging airspace infrastructure were overlooked. As a result, we find ourselves at a crucial juncture. As your transportation secretary, my mission centers on safety, innovation, and rejuvenating vital systems. However, we cannot initiate these changes without the passage of the One Big Beautiful Bill.

The outdated technology underpinning our air traffic control system poses significant risks. When we consider that the current system was integrated while Elvis Presley and the Rolling Stones dominated the music charts, it becomes clear how far behind we have fallen. Floppy disks and copper wiring cannot adequately support the modern air travel landscape, leading to frustrating glitches, delays, and cancellations.

Recognizing the Need for Update

It is important to emphasize that flying remains exceptionally safe. Robust redundancies exist within our system. However, it is evident that our air traffic management is outdated. Today’s skies are increasingly crowded, with drones, air taxis, and commercial spacecraft joining traditional aviation operations. The systems from decades past cannot accommodate the rapid evolution of air travel.

That’s why I have proposed a comprehensive plan to establish a new air traffic control framework that will set global standards. We must retire the antiquated infrastructure, long overdue for replacement. Recent outages at Newark and a significant incident at Dulles International Airport underscore the urgent need for action. These systemic issues did not emerge overnight, and waiting another decade for upgrades is not an option.

By reinforcing air safety through fiber optic technology, replacing aged copper wiring, and hastening the construction of a new runway, we demonstrated our commitment to averting future disruptions.

With funding of $12.5 billion from the One Big Beautiful Bill, we can initiate substantial changes to our air traffic control system. This sum is not the end goal but a crucial starting point. It will pave the way for essential upgrades, including modern radar systems, fiber optic installations, and new communication radios—improvements long overdue.

A Call to Action for Congress

The message is straightforward: each day that passes without adequate funding delays our ability to enhance air safety. The decision facing Congress is ultimately a simple one: support the One Big Beautiful Bill and allow us to commence building a 21st-century air traffic control system. A failure to support this bill results in zero dollars to initiate upgrades to our outdated framework.

Moreover, the necessity for reform has garnered unprecedented unity among major American airlines. In May, ten airline executives came together to issue a joint letter advocating for urgent enhancements to air traffic control systems. Their collaboration underscores the industry’s commitment to maximizing safety and efficiency for air travelers.

An Industry Consensus

Their letter, echoing the sentiments of more than fifty aviation organizations within the Modern Skies Coalition, emphasizes the critical need for immediate upgrades. The One Big Beautiful Bill serves as a vital down payment for this groundbreaking project. I strongly urge Congress to act swiftly and decisively in favor of this measure.
