UN Secretary-General António Guterres is preparing his team for potential shifts in U.S. foreign policy, prompted by President Donald Trump’s recent executive actions. In a letter to UN staff, Guterres described the challenges the organization may face ahead.

“I assure you that we are working closely with colleagues throughout the United Nations system to understand and mitigate the impact on our operations,” Guterres stated. His communication emphasizes the UN’s crucial role during this uncertain period.

“Now, more than ever, the work of the United Nations is vital. Your dedication and support will help us navigate these challenges. Together, we will continue to serve people in need around the world with unwavering commitment,” he added.

Responding to inquiries from Fox News, Guterres’ spokesperson, Stéphane Dujarric, noted, “From day one, U.S. support for the United Nations has saved countless lives and advanced global security. The Secretary-General looks forward to strengthening his relationship with President Trump and the U.S. government during these turbulent times.”

Assessing the Impact of Trump’s Executive Order

Trump has indicated that the UN is essential in addressing complex global issues, reducing the burden on individual nations. Dujarric highlighted that Guterres’ letter aimed to keep staff informed about the evolving situation.

Former Principal Deputy Special Presidential Envoy for Hostage Affairs Hugh Dugan expressed concern about the anxiety within UN entities following Trump’s directives. He emphasized that Guterres is likely worried about increased scrutiny, especially regarding the organization’s accountability to Washington.

“They will need to demonstrate that they have handled resources responsibly,” Dugan mentioned. “I anticipate challenges in justifying past expenditures.”

This letter emerged shortly after Trump issued an Executive Order focused on reevaluating U.S. foreign aid distribution.

Understanding Trump’s Foreign Aid Reevaluation

The Executive Order asserts, “It is the policy of the United States that no further foreign assistance shall be disbursed in ways that do not align with the President’s foreign policy.” This directive introduces a 90-day pause in foreign aid programs, though Secretary of State Marco Rubio holds authority to exempt specific programs.

Trump administration officials have identified perceived waste in government-funded projects. These include a $1.5 million USAID initiative targeting diversity, equity, and inclusion in Serbia and a $2 million program promoting LGBTQ+ rights in Guatemala.

Concerns Over Funding Allocation

In her first briefing, White House Press Secretary Karoline Leavitt stated that the Office of Management and Budget (OMB) found plans to allocate $50 million for condom distribution in Gaza.

“That is an outrageous waste of taxpayer dollars. This pause is focused on being responsible stewards of public funds,” Leavitt remarked.

Although such funding may appear beneficial for public health, concerns have arisen given Hamas’s historically controversial use of similar resources to conduct operations against Israel.

During his 2024 campaign, Trump vowed to cut government overspending, leading to the introduction of DOGE to combat waste effectively.

Implementation of the Funding Pause

In light of Trump’s directive, Secretary Rubio has paused all U.S. foreign assistance programs administered by the State Department and USAID pending review.

“Reviewing and realigning foreign assistance on behalf of hardworking taxpayers is not just appropriate; it is a moral duty,” the State Department asserted in its statement, emphasizing that the Secretary is committed to ensuring programs funded by his department align with U.S. foreign policy priorities.
