Critics often describe President Donald Trump’s dismantling of the U.S. Agency for International Development (USAID) as a calamity. However, as someone who spent three years at USAID, I can assert that the agency’s fate was already predetermined.

USAID serves as the U.S. government’s primary instrument for distributing tens of billions of taxpayer dollars in foreign aid. Unfortunately, this vital agency now faces challenges that stem from an ideological drift and a loss of bipartisan support in Congress, along with diminishing public trust.

Trump’s Critique of USAID

On his first day back in office, Trump issued an executive order halting many foreign aid initiatives, claiming that the U.S. foreign aid bureaucracy does not align with American interests. Within two weeks, he publicly chastised USAID for being “run by radical lunatics.”

The Shift in Management

In response to his concerns, Trump appointed Secretary of State Marco Rubio to integrate USAID into the State Department. Rubio quickly criticized USAID, accusing the agency of “rank insubordination.” This raises the question: how did USAID become a controversial entity?

USAID was established in 1961 to counter Soviet efforts in the developing world, cultivate alliances, and respond to global crises such as natural disasters and epidemics.
