EXCLUSIVE An international aid worker has formally submitted a whistleblower complaint to the Inspector General of the United States Agency for International Development (USAID). The complaint alleges significant misconduct and the misuse of humanitarian funds by the World Food Programme and various United Nations agencies. This information was revealed through a document that was obtained by Fox News Digital.
In July, the whistleblower was present in Gaza and detailed claims of alleged interference by the U.N. in the delivery of vital aid to the local population. The whistleblower has confirmed the authenticity of the complaint’s contents to Fox News Digital.
The whistleblower alleges that there have been first-hand observations of senior Israel Defense Forces (IDF) officials offering support, including security and coordination, to representatives from the World Food Programme (WFP) and the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). However, it was reported that WFP and OCHA were unprepared to engage in such coordination.
This has raised serious questions regarding the reluctance of WFP and OCHA to accept assistance from the IDF. Consequently, it has led to a significant delay in humanitarian aid reaching the people in Gaza.
The whistleblower conveyed that the IDF has been assisting the Gaza Humanitarian Foundation (GHF) in distributing food to civilians, yet U.N. agencies like WFP and OCHA appear to obstruct these distribution efforts due to their unwillingness to cooperate with the IDF.
As evidenced by public imagery, the IDF has provided clearance for substantial U.N. humanitarian supplies, which are currently stored within Gaza. However, these supplies remain undistributed. The whistleblower has urged the necessity for an independent investigation to explore whether U.N. agencies have misused U.S. taxpayer funds. The investigation would determine if U.N. officials in Gaza or higher authorities in New York are directing these conflicting actions.
The Gaza Humanitarian Foundation, with backing from the U.S. and Israel, successfully delivered 127 million meals to Gazans since May. However, this distribution system faces continuous opposition from Hamas and, surprisingly, from numerous global aid organizations.
The whistleblower informed Fox News Digital of ongoing efforts to undermine the GHF and its endeavors to deliver aid, indicating a systemic issue within the U.N.
A senior official from the U.S. State Department provided a detailed response, highlighting that the GHF threatens Hamas’s operational capacities by ensuring food aid reaches the needy, with measures in place to mitigate Hamas from exploiting such resources. Reports suggest that Hamas has repeatedly attacked GHF aid sites in response to this.
Reverend Johnnie Moore, Executive Chair of GHF, indicated on Fox News Sunday that the U.N. prioritizes aiding Hamas, which is designated as a foreign terrorist organization by the U.S., over supporting charitable efforts.
A State Department spokesperson stated that aid diversions to terrorist organizations are commonplace in conflict zones under FTO control. It emphasized the legal and moral obligations of the U.S. to eliminate such activities immediately, noting that evidence of Hamas looting is both prevalent and documented.
The spokesperson further explained that significant concerns regarding the vetting processes for NGO personnel in Gaza had been raised. Serious shortcomings have been identified that contribute to the diversion of aid to Hamas-related activities.
On August 1, it was reported that the U.S. State Department advocated for the dissolution of the U.N. Relief and Works Agency (UNRWA), suggesting it is beyond reform.
According to an independent assessment obtained by Fox News Digital, the U.S. Administration has categorically determined that UNRWA is deeply compromised, signaling intentions for a complete dismantlement.
State Department officials pointed out that inquiries involving UNRWA personnel connected to Hamas and active reports of Hamas influencing aid delivery are underway. USAID investigations have received credible claims regarding the systematic disruption of aid efforts attributed to Hamas. Such allegations can originate from various sources, including aid workers and whistleblowers.
Israeli security officials have also expressed concerns regarding U.N. agencies’ refusal to accept security measures proposed by Israel for aid delivery in Gaza. It has been observed that while their refusal continues, U.N. organizations in other nations have accepted such assistance.
The whistleblower’s account has captured the interest of congressional lawmakers, with reports indicating that multiple congressional staffers are investigating the allegations outlined in the complaint.
A senior Republican staffer remarked that this complaint adds to an ongoing investigation into Hamas’s collaborations with the U.N. and the Biden Administration, revealing alarming patterns.
Another staff member acknowledged receiving the whistleblower’s report and conveyed their focus on prompting an investigation by the executive branch.
Stéphane Dujarric, the spokesperson for the United Nations Secretary-General, stated that the organization was unaware of the whistleblower complaint and had not received any corresponding information from USAID. He dismissed allegations of the U.N. not coordinating with the IDF in Gaza, asserting that daily communications occur between the U.N. team on-site and the IDF.
The whistleblower further noted that their observations in Gaza did not support claims of widespread starvation or famine, stressing instead isolated instances of significant hunger.
A spokesperson for WFP responded to claims by the whistleblower regarding interference in aid distribution, asserting that such allegations are unfounded. They maintained that GHF’s operational sites and the routes for aid delivery are distinct from those of other humanitarian organizations.
Richard Goldberg, a senior advisor to the Foundation for Defense of Democracies and a former National Security Council official, denounced the actions of the U.N., suggesting that the organization is deliberately creating a humanitarian crisis in Gaza to undermine the GHF. Such actions, he argues, could represent the most significant scandal involving the U.N. since the Oil-for-Food program.
He insisted that U.S. authorities must ensure that the U.N. does not receive further taxpayer funds unless they comply with an independent investigation and cooperate fully with Israeli requests.
