On Monday, the White House unveiled a list of projects overseen by the U.S. Agency for International Development (USAID), which it identified as examples of “waste and abuse.” This announcement coincides with efforts led by Elon Musk’s team to restructure the agency, raising questions about the future of U.S. foreign aid.
Elon Musk, designated as a “special government employee” by White House Press Secretary Karoline Leavitt, is at the helm of the newly established Department of Government Efficiency (DOGE). Although DOGE does not operate as a formal government agency, it has been tasked with reviewing and potentially dismantling long-standing spending initiatives within federal programs, particularly targeting USAID.
The White House criticized the USAID for lacking accountability to taxpayers. The administration stated, “For decades, USAID has funneled significant amounts of taxpayer money into dubious projects without adequate oversight. This effort seeks to address longstanding concerns about how funds have been utilized and the absence of transparency.”
A list released by the White House highlighted several controversial projects funded by USAID. Among these, the agency allocated a staggering $1.5 million to promote diversity, equity, and inclusion (DEI) in Serbia’s business sector, as well as $70,000 for a DEI-themed musical in Ireland. These initiatives have drawn criticism from various political quarters.
Furthermore, the announcement included a series of LGBTQI-related projects that some lawmakers deemed inappropriate. These included $47,000 for a “transgender opera” in Colombia, $32,000 for a “transgender comic book” in Peru, and $2 million for gender reassignment surgeries and LGBTQI activism programs in Guatemala.
While the authenticity of these claims remains under scrutiny, the White House referred to external reports for their findings. Fox News Digital has yet to verify the details surrounding Colombia and Guatemala’s funding.
The White House also criticized spending initiatives from the Trump administration. Notably, it mentioned a $6 million agreement from 2017 to 2019 that was intended to boost tourism in Egypt. However, documentation showed that the funding had broader aims, such as improving water and sanitation services for communities in North Sinai.
Additionally, USAID’s funding for health-related projects, particularly during the COVID-19 pandemic, drew scrutiny. The agency reportedly allocated millions to EcoHealth Alliance for coronavirus research, along with funds for contraceptive programs and initiatives that allegedly benefitted terrorist groups in certain nations.
The future of USAID appears uncertain following these developments. On Monday, employees at the agency awaited updates regarding their job status amidst what is perceived as a Musk-directed overhaul.
Marco Rubio, Secretary of State, has been named the acting administrator of USAID. He acknowledged the need for a significant overhaul of the agency, stating, “The president appointed me as acting administrator. We plan to implement similar reforms at USAID as those currently happening at the State Department.”
Questions linger about the legality of dismantling an independent agency like USAID. On Monday, Democratic lawmakers, alongside agency employees who were instructed to stay home, protested the potential shutdown, expressing concerns over the administration’s actions.
Rubio criticized the protests, referring to them as “rank insubordination” and emphasized the need for reform, indicating rising tensions within the agency. “The goal was to reform it, but now we see an active refusal to comply with legitimate governmental objectives,” he said.
