A prominent political figure in Peru, Rafael Lopez Aliaga, recently embarked on a journey to California to attend a significant ceremony marking the transfer of trains donated by the U.S. government. His visit has raised eyebrows, especially given his close ties to China and potential presidential aspirations for 2026.
Peruvian news outlets reported that Lopez Aliaga, the Mayor of Lima, participated in a ceremony that celebrated the arrival of several CalTrain locomotives gifted by the Biden administration. This event underscores not only the diplomatic relations between the United States and Peru but also the increasing geopolitical scrutiny surrounding economic partnerships within the region.
A recent study by Nate Picarsic and Emily de La Bruyère from the Foundation for Defense of Democracies highlights Lopez Aliaga’s substantial financial connections with China. Through his company PeruRail, Lopez Aliaga has reportedly seen revenues soar to over $65 million annually, largely attributed to increased shipments from Minera Las Bambas, a venture primarily funded by the state-owned Chinese enterprise, China Minmetals.
The report contends that China has been actively courting Lopez Aliaga, positioning him for potential future leadership in Peru. By fostering strong ties with influential political figures, China hopes to enhance its access to vital mineral resources in South America.
